DRMS - The Insurance Certificate for the Bowie No. I Mine Expires on February 1, 2018.
Please provide the Division with a copy of the new Insurance Certificate.
BRL—An updated insurance certificate has been transmitted to DRMS under separate
cover.
5. DRMS - During the Months of August 2017 and October 2017, six of the sediment ponds
at the Bowie No. I Mine were backfilled, regraded and seeded. Bin wall Ponds I through
4 and the Waste Pile Pond were removed at the East Mine, and the ROM Pond was
removed at the ROM Pile Area. These ponds were included in the Phase I request for
the SL -6 Bond Release Application. The SL -6 Application is currently under review by the
Division and has completed the Adequacy Review process. There are two sediment
ponds located at the Paonia Loadout and two ponds that remain in place at the West
Mine. According to the reclamation plan in the C-1981-038 Permit, these four ponds
will be included in future reclamation activities.
BRL — No comment required.
DRMS - Please review Section 2.04.11 of the permit (Volume I and Volume 7) and
update as necessary. Please ensure that the Threatened and Endangered Species list is
updated if necessary.
BRL — A threatened and endangered inventory was prepared for the mine and loadout.
The report was transmitted by letter dated December 1, 2015. The report is located in
Volume 9A, Fish and Wildlife Tab. Page 2.04-31 was amended to direct the reader to
the location of the ME inventory. The consumptive water use was also updated on
page 2.04-31.
C7DIVIRS -The reclamation plan in Volume 7, for the Paonia Loadout, requires additional
information relating to reclamation activities remaining at the site. The 4,600 volt
substation, the tunnel under the Black Bridge Road, the metering point on Stevens
Gulch Road, the segment of the Farmer's Ditch in the culvert, the two sediment ponds,
and the trail trestle over the North Fork of the Gunnison River have been main concerns
included in comment letters to the Division. Please update the Reclamation Plan in
Volume 7 to include in depth detail about the reclamation activities to occur at the
Paonia Loadout. Please include a time table for reclamation activities that have already
occurred and future activities that have yet to occur at the site.
