- o Transit Mix Concrete Co. <br /> 444 E.Costilla Street,Colorado Springs, CO 80903 Office: (719)475-0700 Fax: (719)475-0226 <br /> ■ Transit Mix will seek cooperation with local emergency services <br /> and/or dispatch centers in order to inform the quarry scale <br /> personnel of emergency crews needing to access Little Turkey <br /> Creek Road across the additional safety perimeter. <br /> ■ Scale house personnel will immediately notify the quarry <br /> supervisor and blaster in charge about the emergency via two way <br /> radio, to halt the blast. The blast can be halted at any time before <br /> the point of detonation. <br /> ■ On emergency notification, the blaster in charge will stop the blast <br /> process, disconnect the initiator from the blast circuit and instruct <br /> the blasting guards to make way for the emergency crews. <br /> ■ Emergency crews may cross the Hitch Rack Ranch via Little <br /> Turkey Creek Road once the blast has been delayed. <br /> ■ Once the emergency situation is resolved and all emergency crews <br /> and persons related to the emergency are clear of Little Turkey <br /> Creek Road, the blast will continue as planned. Should the <br /> emergency last beyond sunset the day of the planned blast, the <br /> blast will be postponed till the next day, in which case, all surface <br /> delays will be disconnected and the blast site guarded overnight <br /> until the blast process can resume the following day. <br /> ■ In the event that blasting has been initiated prior to notification of <br /> an emergency, the blast, which only takes seconds to complete and <br /> minutes to clear, will be finished and the area cleared by the blaster <br /> in charge before the emergency crews reach the Hitch Rack Ranch <br /> property. Therefore, emergency crews will be able to use Little <br /> Turkey Creek Road and cross the additional safety perimeter <br /> without delay <br /> o In the unlikely event that a vehicle arrives at the boundary of the <br /> additional safety perimeter within the 10 second countdown or at the <br /> moment a blast occurs, (even in the event of a misfire, as discussed below) <br /> traffic will be able to immediately resume. Should there be a misfire <br /> detected and in the unlikely event the road should happen to be in the <br /> designated blast area, in case of an emergency, with the blaster in charge's <br /> approval the emergency vehicle will be escorted by the guard across the <br /> section of Little Turkey Creek Road in the blast area. The additional safety <br /> perimeter that includes a portion of Little Turkey Creek Road will only be <br /> secured for the length of time needed to successfully complete the blast. <br /> Much of this time includes securing the blast area and the additional safety <br /> perimeter which includes a portion of Little Turkey Creek Road. <br /> o At the completion of the blast, the safety perimeter will be released for <br /> normal use. <br /> o The length of time the access corridor will be secured and guarded will be <br /> kept to a minimum and only done so to ensure the safety of all persons <br /> using them. <br /> 12 <br />
