Transit Mix Concrete Co. <br /> 444 E.Costilla Street,Colorado Springs,CO 80903 Office: (719)475-0700 Fax: (719)475-0226 <br /> Blast Area Clearing and Firing Procedures <br /> In accordance with MSHA regulations, Transit Mix will secure the blast site and the blast <br /> area just prior to, during and until each blast is cleared by the blaster in charge. The blast <br /> site (i.e. a fifty-foot perimeter from all loaded holes) is a very limited area around the <br /> detonation which will be carefully secured and monitored. The blast area(i.e.,the area <br /> surrounding the blast site where there is a prospect of injury from concussion (shock <br /> wave) or flying material) will also be set and secured. As noted above, in addition to <br /> securing the blast site and the blast area, Transit Mix will secure an additional safety <br /> perimeter out of an abundance of caution. The additional safety perimeter may <br /> occasionally include a portion of Little Turkey Creek Road along the mining area as <br /> determined by blast size, shot direction and proximity of the blast to the road. <br /> Prior to a blast being initiated: <br /> • All Hitch Rack Ranch quarry personnel, visitors, vendors, and customers will be <br /> removed from the mining, plant, and shop areas and stationed at the scale <br /> house/office building. <br /> • The site manager or blaster in charge will inspect the mining, plant and shop areas <br /> to confirm all personnel are cleared from the blast area. <br /> • Blast guards will be posted on Little Turkey Creek Road on each side of the <br /> additional safety perimeter boundary. The guards will secure the additional safety <br /> perimeter at the road and be available, as needed, to assure safe transit on Little <br /> Turkey Creek Road across the additional safety area during the blast process. <br /> o It is at this point and only at this point that the initiator will be attached to <br /> the blast circuit. <br /> o Blast guards will be in contact with the blaster in charge via two way <br /> radio on a channel to be determined prior to blasting starting at the <br /> operation. Blast guards will have the authority to stop and delay the blast <br /> at any time, up to the time when the blast is initiated. Transit Mix will <br /> make every effort to blast only when Little Turkey Creek Road, within the <br /> Hitch Rack Ranch property, is not in use. Should a vehicle arrive at the <br /> additional safety perimeter on Little Turkey Creek Road prior to the blast, <br /> the blast guards will advise the blaster in charge by radio, and the blaster <br /> in charge will delay the shot to allow the vehicle to pass through the <br /> additional safety perimeter. The only time traffic might be briefly delayed <br /> is in the unlikely event that a vehicle arrives at the boundary of the <br /> additional safety perimeter within the 10 second countdown or at the <br /> moment a blast occurs. The initiator will be disconnected from the blast <br /> circuit during any delay in the blast process. <br /> o In the case of an emergency requiring access across Little Turkey Creek <br /> Road where it crosses the additional safety perimeter, blast guards will <br /> notify the blaster in charge by radio and stop the blast until the emergency <br /> situation is resolved. <br /> 11 <br />
