'n o Transit Mix Concrete Co. <br /> 15) The Applicant should discuss any QA/QC samples to be collected such as blanks, duplicates, <br /> etc. to verify field and lab procedures. <br /> Response: Transit Mix has not proposed to collect any QA/QC samples. The sample <br /> results are compared to previous sampling events, and should any discrepancies occur, <br /> these are discussed with the laboratory. Resampling of the location would be used to <br /> confirm the results. <br /> 16) The groundwater standards listed are referenced as CDPHE 2008. The most recent standards <br /> from the updated Regulation should be used. <br /> Response: The groundwater laboratory results summary table has been revised to compare <br /> the data to the most recent standards. <br /> 17) The Applicant should provide monitoring well diagrams for the completed multi-zone wells, <br /> not an inaccurate conceptual diagram. <br /> Response: The typical well diagram in Attachment D of the Surface Water and <br /> Groundwater Monitoring Plan has been replaced with the as-built monitoring well <br /> diagrams. <br /> 18) The groundwater sampling/monitoring plan provided appears to be intended for only the <br /> required 15 months of pre-mining site characterization. There is no discussion about what <br /> the groundwater monitoring plan will be once mining commences. I would recommend the <br /> monitoring plan be carried forward on a quarterly basis for the life of mine, with water <br /> levels collected monthly, or until a permit revision to reduce the sampling frequency and <br /> parameters has been submitted by the Applicant and approved by the Division. <br /> Response: Once the 15-month baseline sampling is completed, Transit Mix will submit <br /> the data to the Division as a Technical Revision. The Technical Revision will also include <br /> proposed future monitoring locations and frequencies. <br /> Additional Item: <br /> 19) The well that is listed as improperly located, Permit #34643, should be confirmed, and if in <br /> error, removed from all figures and text. <br /> Response: Transit Mix has attempted to coordinate with DWR on the location of well <br /> #34643, but DWR will not take any action unless requested by the well owner, who cannot <br /> be found. The concerns regarding the well location have been added to the DWR database <br /> and attached as correspondence related to Permit No. 34643. The well permit only <br /> includes a location accurate to a quarter-quarter section, and actually finding the well in the <br /> rough terrain would be highly unlikely if it is located properly. The following information <br /> was provided to DWR: <br /> The well permit file for Permit No. 34643 indicates a well location in El Paso County in the <br /> Northeast quarter of the Southwest quarter of Section 17, Township 16 South, Range 67 <br /> Hitch Rack Ranch Quarry(M-2017-049) <br /> Response to Comments—March 9,2018 <br />
