Transit Mix Concrete Co. <br /> Response: Table G-10 in Attachment G-2, and Table 3-3 in Exhibit G have been updated <br /> to compare the data to the CDPHE, Water Quality Control Commission's Interim Narrative <br /> Standards established in Regulation No. 41 — The Basic Standards for Groundwater. <br /> Phosphorus was not included as part of the groundwater analysis suite. <br /> 10) The Applicant should confirm whether any of the surface water standards provided for <br /> "Segment 14d"are subject to "hardness based"benchmarks. <br /> Response: None of the surface water standards specific to "Segment 14d" are subject to <br /> "hardness based"benchmarks. <br /> The following comments apply to the groundwater sampling plan: <br /> 11) In Section 2.4.1, both compliance well locations are listed with the same ID (LTC-GW-1). <br /> The Applicant should correct this error. <br /> Response: The text referring to the proposed compliance well locations has been revised <br /> to correct the well identifications. It has also been revised to commit to proposing <br /> compliance locations following completion of the 15-month baseline sampling. <br /> 12) Only two "compliance well" locations have been specified and will only be sampled from <br /> the middle zone. The plan states that other locations/zones will be sampled "as needed". <br /> The Applicant should provide some discussion on how the proposed compliance wells were <br /> selected, and what will determine if additional sampling locations/zones are needed. <br /> Response: The compliance wells were selected based on their location of being up <br /> gradient and down gradient from the quarry operation. The middle completion was <br /> selected to avoid direct impacts from stream flows, as the surface water monitoring <br /> captures the baseline water quality in the stream. All locations and zones were sampled at <br /> the start of the baseline monitoring program. These results are included in the permit <br /> application. The data from this single event provide sufficient information on the <br /> groundwater chemistry considering the slow flow rates and lack of pre-existing <br /> disturbances. Supplemental sampling would occur if unexpected changes in water levels <br /> occur. Alternatively, Transit Mix may decide to collect additional water quality <br /> information to confirm the initial results. <br /> 13) The second footnote in Table 2-2 has been cut off. The Applicant should correct this error. <br /> Response: Table 2-2 has been revised to include the full text of the footnotes. <br /> 14) Where appropriate, the Applicant should list chemical preservatives to be used when <br /> sampling. <br /> Response: The Surface Water and Groundwater Monitoring Plan has been modified to <br /> include chemical preservatives to be used when sampling. <br /> Hitch Rack Ranch Quarry(M-2017-049) <br /> Response to Comments—March 9,2018 <br />
