Transit Mix Concrete Co. <br /> Response: The affected land boundary does not include any portion of Little Turkey Creek <br /> Road or the associated easement. Where the affected land boundary is immediately <br /> adjacent to Little Turkey Creek Road, it is located 10 feet south of the road centerline to <br /> match the road easement. The affected land boundary does not include Little Turkey Creek <br /> except at the access road crossing and near the discharge location from the plant sediment <br /> detention basin. Where the affected land boundary is immediately adjacent to Little <br /> Turkey Creek, it is located at the south highwater line mark to avoid the creek and <br /> associated wetlands. The affected lands boundary only extends to the center of the creek at <br /> the location of plant sediment detention basin discharge pipe. The affected land boundary <br /> was drawn to include at least a 50-foot buffer around the pit, stockpiles, roads, sediment <br /> detention basins, and other areas of disturbance. There are no disturbances planned for this <br /> 50-foot buffer, but there may be incidental disturbances associated with constructing each <br /> quarry feature. As stated in Exhibit D, the affected land boundary will be surveyed and <br /> staked prior to any work commencing in that area. <br /> 4) In Figure C-1, the pit crest appears to align with the edge of the F 1 fines stockpile. Please <br /> clarify the relationship between these two features, including during operations and final <br /> closure. <br /> Response: The pit crest and F1 stockpile boundaries are immediately adjacent to each <br /> other by design for the purposes of reclamation. Material will be placed in fines stockpile <br /> F1 prior to mining that section of the pit. This section of the pit will be backfilled with <br /> fines to establish fines stockpile F2. Final grading and reclamation of the F1, pit crest, and <br /> F2 area includes grading this area to a smooth topography free of highwalls and other <br /> abrupt changes in topography. <br /> 5) In Figure C-2, the gate present at the western edge of the property along Little Turkey <br /> Creek Road is not identified. Please include this structure on Figure C-2, and identify the <br /> owner of the structure. Has the Applicant attempted to obtain a structure agreement for this <br /> gate? <br /> Response: Figure C-2 has been updated with the 200-foot boundary from the affected <br /> lands boundary and to update structures within this boundary. The gate on the western <br /> edge of the property along Little Turkey Creek Road is outside the 200-foot boundary; <br /> therefore, it has not been added to Figure C-2 and no structure agreement is needed. <br /> Transit Mix is aware of several gates and fence sections that are in a state of substantial <br /> disrepair, and these have not been included on Figure C-2 or included on the structure <br /> agreements in Exhibit S. The fence sections include brief lengths of fencing material <br /> laying on the ground, and the gates are disconnected and laying on the ground. <br /> 6) In Figure C-2, all of the seven groundwater monitoring wells are shown to be owned by <br /> RMBC Group, LLC.
