8
Transit Mix Concrete Co.
RESPONSE TO COMMENTS
Hitch Rack Ranch Quarry, M-2017-049
DRMS COMMENTS—AMY ESCHBERGER
EXHIBIT A
1) On the Exhibit A Index Map, the northern proposed permit boundary appears to be located
north of Little Turkey Creek in some areas. However, other maps submitted with the
application show the proposed permit boundary to be located north of the creek only in two
areas (where groundwater monitoring wells are installed). Please revise the map to show
the correct location of the proposed permit boundary.
Response: The USGS topographic base map used for Exhibit A does not match the field
conditions. Transit Mix had Little Turkey Creek and Little Turkey Creek Road surveyed in
the project area. The correct lines for the road and creek have been added to Exhibit A.
On the north side of the project area, the permit boundary was located to follow the
surveyed locations of Little Turkey Creek or Little Turkey Creek Road. The permit
boundary coincides with the southern bank of Little Turkey Creek or 10 feet south of the
Little Turkey Creek Road centerline, whichever is further south. The exception to this
delineation is at the monitoring well locations upstream and downstream from the quarry
area, and the permit boundary crosses the road solely to include the monitoring wells. The
upstream monitoring well is more than 10 feet south of the road and outside the Little
Turkey Creek easement. Also, the permit boundary extends to the center of the creek at the
discharge point from the pit area.
EXHIBIT B
2) On the Exhibit B Index Map, the northern proposed permit boundary appears to be located
north of Little Turkey Creek in some areas. However, other maps submitted with the
application show the proposed permit boundary to be located north of the creek only in two
areas (where groundwater monitoring wells are installed). Please revise the map to show
the correct location of the proposed permit boundary.
Response: The USGS topographic base map used for Exhibit B does not match the field
conditions. Transit Mix had Little Turkey Creek and Little Turkey Creek Road surveyed in
the project area. The correct lines for the road and creek have been added to Exhibit B.
EXHIBIT C
3) Please clarify the location of the northern proposed affected land boundary with respect to
Little Turkey Creek and Little Turkey Creek Road. Will the affected land boundary include
any portion of Little Turkey Creek Road or the 20-foot easement on the road? How will the
affected land boundary be delineated in the field pursuant to Rule 3.1.12(2)?
Hitch Rack Ranch Quarry(M-2017-049)
Response to Comments—March 9,2018
