December 19, 2017 C-1981-038/Bowie No. 1 Mine CCW

Number of Partial Inspection this Fiscal Year: 6
Number of Complete Inspections this Fiscal Year: 2

- Binwall Pond 3:
The regraded slopes were stable and in good condition. The slopes had no indications of erosion. The straw
mulch was being held in place by the rocks placed on top. The straw mulch was in good re pair. The reestablished
channel at Pond 3 was stable. There was evidence of flows since the channel was completed. There was not any
water in the channel at the time of the inspection. The channel had not down -cut or eroded the banks.

- Binwall Pond 4:
Binwall pond 4’s regraded hill slopes were in good repair and there was no evidence of erosion. The straw
mulch was stable and the rocks placed on top were functioning well to stabilize the straw. The reestablished
channel was in good condition. There was evidence of flow since the channel was completed. The channel was
dry during the inspection. The channel did not exhibit any down -cutting or erosion of its banks. The outlet to the
reestablished channel has sediment control features in place. There are hay bales staked into the center of the
channel and silt fencing goes up the slopes on both sides of the channel. The sediment control features were in
good condition at the time of the inspection. The hay bales were securely staked into the channel and the silt
fences were intact.

- Waste Pile Pond / Gob Pond (Photo 2):
The Waste Pile Pond was backfilled and regraded in August 2017. The regraded contours were stable and there
was no evidence of erosion. The straw mulch on top of the site was in good condition and the rocks placed on top
were working to hold the straw in place. The reclaimed contours blended the pond into the surrounding hillslope.
The runoff from the site is treated by sediment control measures put on the lowest c ontours of the site. The
sediment control measures are silt fences, berms and sediment logs. The berms and silt fencing were observed to
be intact and functioning as designed. The sediment logs were also in good condition and functioning as designed.
T he sediment logs were placed behind the silt fence on the lowest contours of the site. Undercutting of the
sediment logs had not occurred.

- ROM Pond:
The ROM Pond was backfilled and regraded during the month of August 2017. The site was stable and there
were no erosional features identified. The contours of the pond allow for the runoff of the area to be
treated by silt fencing, berms and hay bales at the lowest contour elevation of the site. The berms were in good
condition and there were no areas where runoff had breached. The silt fencing was in good repair and capable of
functioning as designed. The hay bales were placed at the lowest point of the site. The hay bales were observed to
be firmly staked into the ground and capable of functioning as designed.

For details on the hydrologic balance of the Loadout Pond, please see the Support Facilities On -Site section of this
report.
