3. TR-91 proposes to build the site's wildlife fence using Colorado Division of Transportation <br /> (CDOT)design specifications with a note which states CC&V may modify the fence installation <br /> to address terrain limitations and associated employee safety risks. Please submit all planned <br /> modifications. In lieu of submitting the modifications as a part of TR-91 review,please commit to, <br /> prior to the implementation of any modification, submitting the modified plans, with <br /> documentation demonstrating CPW acceptance, to the Division. The Division may determine the <br /> modification is sufficient as a notice or if it should be submitted as Technical Revision. <br /> CC&V contacted 3 engineering firms to obtain designs for a wildlife fence that would be <br /> specific to CC&V property terrain and needs; however, all three declined the work due to <br /> the uncommon nature of the request.Because of the difficulty to obtain specific designs for <br /> this project,CC&V proposed in the original submittal to use CDOT designs as guidance <br /> only as the designs were not conducive to CC&V environmental needs or terrain and the <br /> construction specifications not possible. CC&V met with CPW representatives Tim <br /> Kroening and Karen Voltura on August 23ra 2017 and with Elliott Russell and Tim Cazier <br /> on August 28'h,2017 to discuss this approach and all agreed this was the best way forward. <br /> Please see in Attachment 4 a technical description provided by Taylor Fence explaining how <br /> the fence is built with a follow-up email from Tim Kroening stating CPW's acceptance of <br /> the modifications outlined in the letter. <br /> In addition,as requested by Tim Cazier and Elliott Russel on December 14`h,the following <br /> is comprehensive list of the design deviations generally outlined in the Taylor Fence letter: <br /> - 5"wood posts were replaced by 2 !/2"galvanized steel posts <br /> - 8 ft high wire fabric used starts at a nominal 2"and graduates to 4"openings <br /> - End and corner post design deviated from due to the fact the knee brace was not used <br /> - Due to post strength CC&V elected to construct 3-post ends and 3-post corners <br /> - Black PVC and concrete were elected not to be used in gap closures; instead,steel <br /> frames and wire fabric is used. <br /> - By using galvanized posts, CC&V elected to concrete the 4 ft minimum embedment on <br /> all end,corner,and gate posts. <br /> - As per subsection 708.03 and color number 14109 of federal standard 595B,the <br /> specified green paint was not used. <br /> The wildlife escape structures as shown in the CDOT design will be followed in general, <br /> however,CC&V is still working with CPW to define acceptable design deviations.As the <br /> wildlife escape ramps are not planned for implementation until 2019,CC&V will continue <br /> to work with CPW to identify an acceptable design. <br /> 4. Please commit to submitting an as-built certification report upon completion of each segment as <br /> identified in the proposed installation schedule and map. <br /> CC&V will provide an as-built map of the completed segments of fence line based off of a <br /> completed ground survey with a technical description of how each segment of the fence was <br /> built,however, a certification report is not proposed. Since engineering drawings were not <br /> obtained,it will not be feasible to obtain an engineer to develop a certified report based on <br /> something that did not follow a specific design. <br /> In addition,as requested by DRMS, a CSV file will be provided with points marking each <br /> new post. <br /> 4 <br />
