5. The Division has discovered a possible error in the financial warranty calculation section of TR- <br /> 91. CC&V uses the assumption the wildlife escape structures are 24 foot long and 9 foot high to <br /> determine the cubic yardage, however, the CDOT design specify the escape structure being 45 <br /> feet long and between 6 feet and 8 feet high. Please clarify and adjust volume calculations and <br /> the financial warranty estimate accordingly. <br /> Even though the CDOT design for the wildlife escape structures is oversized for CC&V <br /> needs,in order to obtain a conservative estimate for bond calculation purposes CC&V will <br /> update the bond to accommodate a 45 foot long,8 foot high wildlife escape structure.Based <br /> on this the volume of fill will change also as DRMS states.Below are the corrected numbers <br /> for the financial warranty(Bond Calculation Tables,Attachment 3). <br /> Removal of wildlife escape structures: <br /> The RS Means estimate for"Selective demolition,retaining walls,stone filled gabions,9' x <br /> 3' x 1"'is $37.99 each.Forty units are required to build a wall 45 feet long and 8 feet high <br /> therefore the total cost to remove one wildlife escape structure is $1,519.60.Total cost to <br /> remove two wildlife escape structures=$3,039.20. <br /> The RS Means estimate for"Ripping trap rock,medium hard,ideal conditions"is <br /> $4.02/bank cubic yard(bcy).Assuming a 3:1 slope,dimensions of the fill behind each of the <br /> wildlife escape structures is 45 feet x 8 feet x 24 feet.The volume of this material will be 160 <br /> cy or 128 bcy.The total cost for ripping the fill behind one wildlife escape structure is 128 <br /> bcy x$4.02 =$514.56.Total cost to rip fill behind two wildlife escape structures=$1,029.12. <br /> Total cost to remove wildlife escape structures is $3,039.20+$1,029.12 =$4,046.32. <br /> Installation of closure wildlife fence around highwalls: <br /> The total amount of wildlife closure fence at end of mine life is 40,375ft.The amount of <br /> wildlife fence that will be built during operations in the closure location is 6,247 ft resulting <br /> in a total length of 34,128ft that will need to be built at end of mine life.A quote obtained <br /> from Taylor Fence for installation of the wildlife fence on medium rough terrain was <br /> $19.20/linear foot(LF). <br /> The cost to install 34,128 ft of 8 ft woven wire fencing at$19.20/1LF=$655,258. <br /> No deer guards are planned for construction or demolition. <br /> Removal of fence at end of mine life: <br /> Updated costs for fence removal per RS Means <br /> • $27,045 to remove 9,294 ft of 8 ft wildlife fence at$2.91/LF <br /> • $57,760 to remove 42,785 ft of 4-strand barbed wire fence at$2.07/LF <br /> • $97,539 to remove 5,973 ft of 6 ft chain link fence at$16.33/LF <br /> The overall cost of removal of wildlife escape ramps,installation of closure wildlife fence <br /> around highwalls and removal of fence at end of mine life is$841,647.75. <br /> With a 15% contingency cost added to$841,647.75,the total approximate cost for wildlife <br /> fencing=$967,894.91. <br /> Subtracting the$771,990 cost of the 6 foot chain link fence not installed but already bonded <br /> for under Amendment 11,the project in whole will increase the financial warranty by a <br /> 5 <br />
