Valley Leach Facilities (VLFs)and highwalls where there exists significant unaffected lands
which serve as potential wildlife habitat for ungulates.
Pursuant to 6.4.21 (18)and 3.1.8 (1), CC&V has an approved Wildlife Protection Plan
(WPP) discussing wildlife risks onsite and how they are mitigated. This plan has been
reviewed and approved by both CPW and DRMS.This plan addresses all aspects of mining
and reclamation, ensuring the site is closed in a manner consistent with the approved post
mining land use of grazing and wildlife habitat. It addresses 3.1.8(1)by developing a
wildlife management program for the site, which requires employee training and
awareness. Specific examples of ensuring"All aspects of the mining and reclamation plan
shall take into account the safety and protection of wildlife on the mine site,at processing
sites, and along all access roads"are as follows:
a. Waste Management
a. Closed dumpsters
b. Lids on trash cans
b. Rinsing out CN transfer sumps.
c. Picking up trash.
d. Minimizing ponding on the leach pads.
e. Spill Response Plan.
f. Bird balls in ADR2 stormwater sumps.
g. Daily work place inspections at HGM and ADRs to check for chemical leaks.
These are acceptable by the International Cyanide Management Institute to
prevent human health and environmental risk.
h. Daily work place inspections in other operational areas to check for
hydrocarbon and glycol leaks.
i. Employee training and awareness.
j. Reporting procedures internally and externally for wildlife interactions.
k. On Call procedure.
The effectiveness of the wildlife management program is supported by wildlife mortality
data provided in the original TR91 submittal, showing CC&V mining operations have
minimal impact to wildlife.
As discussed with DRMS and CPW on the CC&V field tour October 25`h,CC&V proposes
a Wildlife Monitoring Plan and updates to the WPP(Attachment 2)to further meet these
standards. The implementation of the Wildlife Monitoring Plan(as already approved by
CPW),combined with the updates to the WPP will meet DRMS' request for a temporary
plan.On the tour,DRMS representative Elliott Russell confirmed that this monitoring plan
would meet DRMS' expectation for a temporary plan.
Besides general grammatical, formatting, and structural improvements, the following is a
list of specific changes made in this revision of CC&V's WPP, as requested by DRMS:
- Addition of a proposed Wildlife Monitoring Plan
- Addition of specific actions taken to mitigate ponding on the leach pads
- Addition of necropsies completed on all mortalities when associated to process areas
- Addition of signage placed along public road to warn drivers to not harass wildlife
- Addition of work to better understand wildlife exposure limits to designated
chemicals used onsite
3
