The Alma Placer operation dates back to 1868 and was worked intermittently since that time. <br /> The impacts to Park County will be limited. Watering and magnesium chloride application are <br /> used to mitigate dust generated by the operation as needed. <br /> Noise and traffic will remain the same as it was in the past, as this amendment is merely a <br /> clarification on the parameters of the resource available for mining. The operation has been in <br /> place for many years, so no new impacts to county services will occur. <br /> The following measures have been and currently are employed on-site: <br /> 1. Through the use of visual berms 6-8' high along Highway 9 south of the town of Alma, <br /> mining and processing activities are vastly obscured from public view. <br /> 2. Any time a concrete plant or asphalt plant is temporarily used on-site, it will be and is <br /> placed near the eastern edge of the operation, away from the Town and will be and is <br /> located at a lower elevation than the higher points of the site to minimize view from the <br /> Town. <br /> 3. Gold mining occurs in material below the water table,thus dust is kept down simply by <br /> the wet nature of the material. All gravel operations either process wet material from the <br /> gold plant or waste gravel from past operations. <br /> 4. All crushers and screen plants are contained and utilize water sprays to keep dust down. <br /> Roads are either sprayed with magnesium chloride or are watered on an as needed basis. <br /> 5. The site has a fugitive dust permit from the Air Quality Control Division of the CDPHE <br /> and all individual portable plants such as the processing plant, asphalt plant and concrete <br /> plant, have their own individual permits for dust control with the CDPHE. <br /> 6. Hours of operation are limited to 12 hours per day for 6 days per week. By necessity, the <br /> operation is very limited during the winter months. <br /> 7. Currently the operation has four access locations, as shown on Map C-2. Traffic for the <br /> future operation is not expected to increase significantly. Most of the traffic concern is <br /> gravel haul trucks. Two types of haul trucks may be used on-site: semi end dump trucks of <br /> 24 tons capacity and tandem trucks of 15 tons capacity. It is expected that 60%of the <br /> tonnage will be hauled by the 15 ton tandems and 40%by the semi end dumps.
