October 24, 2017 C-2009-087/Peabody Sage Creek Mine TNL <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 0 <br />Number of Complete Inspections this Fiscal Year: 2 <br /> <br /> Page 3 of 6 <br /> <br />inspection is shown below. <br /> <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br />• Culvert on the West of Pond 2 needs the cattails cleaned out <br />• Pond 3 needs maintenance at the outfall (boom and screen need to be replaced). <br />• Vegetation needs to be cleared out between Sump 1 and 2 in the portal area <br />• Portal area smart ditches need maintenance <br />• Gully is starting to form at the start of the lower smart ditch that should be stabilized <br />• Vegetation needs to be cleared from the Upper sump outfall <br />• Trash rack needs to be put back on at the Lower Sump <br />• Old Shop Area: vegetation needs to be cleared from culverts, and two culverts were present along the road <br />that are not shown on the drainage map, which should be updated. <br />• Culvert T47 needs maintenance <br />• Culvert SC13 needs maintenance <br />• Culvert 30A needs veg cleared <br />• Culverts at Mine office need to be cleared and cattail removed <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> The proposed Partial Phase III bond release, SL-4, area of surface disturbance that were mined and <br />reclaimed under the Seneca II mine permit and later transferred to the Sage Creek mine. The land surface and <br />mineral ownership are State and federal. The areas within the bond release were reclaimed between 1978 and <br />2005. Permanent features of the bond release are shown on Map 2, which accompanied the SL-4 application and <br />is available on Laserfiche. <br /> <br />The drainages were walked to determine reclamation success and the revegetated areas observed for vegetative <br />cover, diversity, and potential presence of weedy species. A detailed write-up of the bond release areas and the <br />evaluation of the release of these areas will follow in the Divisions SL-4 findings document. With a few minor <br />exceptions noted below as well as in the SL-4 adequacy letter, dated 8/15/2017, the SL-4 was stable with no <br />erosional features and very well vegetated. <br /> <br />One area along a steeper section of permanent access road F1 had notable down-cutting. The operator has <br />armored this downcut area along the road as shown in the photo below. The operator submitted responses to the <br />8/15/2017 adequacey letter on October 27, 2017. The Division is currently reviewing this submission for 418 <br />Acres for Phase III release. <br /> <br />SIGNS AND MARKERS – Rule 4.02: <br /> • Additional disturbance boundary markers should be around the portal and facilities areas <br /> <br />
