a. "a narrative that describes the approximate location of the proposed activity;"
Initially, the imported material may be placed in berm like stockpiles around the
edges of the mined out pit. Or, depending on the stage of mining and site
reclamation, material may be placed directly in areas needing backfill. The imported
waste construction material may also be placed on low areas where it is necessary to
raise the final topography so it will be at least two feet above the prevailing ground
water elevation. In addition, imported waste construction material may be used to
backfill the process water clean-up ponds.
Imported construction waste will include clean excavated construction material,
construction material not suitable as structural fill, and other clean earthen materials.
Use of these imported materials will aid in achieving the final reclamation
topography.
b. "the approximate volume of the inert material to be backfilled;
We cannot provide an answer to this question. We will however, limit our acceptance
to no more than 87,120 tons in any given year. (Note;the operation is nearing the end
of its available reserves.)
(2 acres)(20ft. pond depth)(43,560ft/acre) = approximately 64,533cubic yards
27 ft./cubic yard
(64,533 cubic yards)(1.35 tons ofsoil/cubic yard) = 87,120 tons.
(Note: the 20 foot depth is if the imported material is used to backfill portions of the
pit lake shoreline.)
C. "a signed affidavit certifying that the material is clean and inert, as defined
in Rule 1.1.(20)."
Please see the attached example material affidavit.
d. "the approximate date the proposed activity will commence and end,
however, such dates shall not be an enforceable condition;
Importation may begin any time after the notice approval date. Importation will
continue for the life of the mining operation. The importation of fill material will end
prior to the end of site reclamation and final grading.
2
