Reilley July 2017 <br /> <br />This rule is adequately addressed. <br /> <br /> <br />Rule 2.04.7(1), (2) Hydrology Description <br /> <br />This is a review of the ground water and surface water related sections of the Hydrology <br />Description and include ground water information, alternative water supply information, map <br />preparation, storage and recharge capacities, and surface water body locations, discarges and water <br />quantity and water quality. <br /> <br />Additional drainage data has been included in the permit describing the drainage quantiles and <br />water quality characteristics of Deacon Gulch and Jeffway Gulch. <br /> <br />A seep has been identified at the southeast corner of the expansion area, labelled on Map M52 as <br />Jeffway Gulch Spring at County Road 33. The operator states that this riparian area is not expected <br />to be disturbed as it is beyond the extent of the coal reserve. The operator states that this spring <br />appears to originate from the base of the Twenty Mile Sandstone and shale layers below the <br />sandstone. <br /> <br />This rule is adequately addressed. <br /> <br />Rule 2.04.9 Soils Information <br /> This rule is adequately addressed. <br /> <br />Rule 2.04.10 Vegetation Information <br /> DRMS reviewed Appendix D V1: Vegetation Studies and associated revised permit pages. This <br />rule is adequately addressed with the exception of: <br />5. Page 7, states that the Aspen plant community was not sampled because it lies outside of the <br />potential mine disturbance area. The potential mine disturbance area is not described in <br />the text or shown on a map. Please reference a map and describe in the text the potential <br />mine disturbance area so that it can be verified that all Aspen plant communities are not <br />going to be disturbed. (B APPD 1) <br />6. Many plant species were counted as contributing to plant cover in Tables 3, 6 and 9, but not <br />included in Table 1 List of Observed Plant Species. Table 1 clarifies species codes used in <br />the cover data tables and describes the life form of the plant. Please update Table 1 so all <br />the species that contributed to plant cover are described in Table 1. If the plant was only <br />identified to the genus, note that in the table. (B APPD 2) <br />7. Bromus tectorum a Colorado listed Class C noxious weed is listed in Table 1 as an <br />introduced annual grass but not noxious. It is also listed in Tables 3, 6 and 9 in the <br />annual/biennial section. Please amend all tables so Bromus tectorum is counted as a <br />noxious weed. (B APPD3) <br />8. Many plant species were counted as contributing to shrub density in Tables 5 and 8 but not <br />included in Table 1 List of Observed Plant Species. Table 1 clarifies species codes used in <br />the cover data tables and describes the life form of the plant. The species codes required <br />for inclusion in Table 1 are: AMAALN, RIBAUR and TETGLA. Please update Table 1 so <br />all the species that contributed to shrub density are described in Table 1. (B APPD 4)
