9 <br /> <br />9 <br />Trapper Mine PR8 Preliminary Adequacy Review <br />Prepared by: R. Reilley July 2017 <br />9. In Table 1, Populus tremuloides has the code POPANG. This appears to be a typo as it <br />does not match the code POPTRE in Table 5. Please correct this typo. (B APPD 5) <br />10. Page 13 in section 3.2.4.7, states “or the adjacent portions of Garfield County.” Garfield <br />County is not adjacent to Moffat County. Routt and Rio Blanco Counties are adjacent to <br />Moffat County in the vicinity of the Trapper Mine. Please clarify the adjacent county in the <br />text. (B APPD 6) <br />11. Page 13, section 3.2.4.7, states that 32 species of potential rare or endangered plant are <br />known to exist in Moffat or the adjacent portions of Garfield (Routt) County. The CNHP <br />website was consulted to verify the plant species and it was learned that CNHP no longer <br />updates the purple Colorado Rare Plant Field Guide. CNHP maintains an Excel <br />spreadsheet and interactive map of rare plants. The updated Excel list shows that 48 <br />species of rare or endangered plants are known to exist in Moffat County and 14 exist in <br />Routt County (http://www.cnhp.colostate.edu/download/list.asp). Please update this section <br />to include the additional species. (B APPD 7) <br /> <br />Rule 2.04.11 Fish and Wildlife Information <br /> <br />This rule is adequately addressed in the Permit Revision. <br /> <br />Rule 2.05.3(3) Operation Plan – Permit Area <br /> DRMS understands that as per Stipulation 22, sections g and h of TMI’s PR8 application letter that <br />at this time, no mining is planned in the PR-7 area. Any planned activities for this area will be <br />described in a mining and reclamation plan to be submitted and approved prior to mining in the <br />PR-7 Mine Expansion Area. <br /> <br />DRMS anticipates Trapper’s submission of an updated Mine Plan in the near future. DRMS <br />anticipates that revision addressing new areas of anticipated mining, any requirements for special <br />categories of mining and associated reclamation plans. <br /> <br />With this revision TMI submitted Map 51 showing the locations of proposed sediment ponds and <br />associated design criteria for: <br />o Deal 2 <br />o Deacon #1 <br />o Deacon #2 <br />o Jeffway #1 <br />o Jeffway #2 <br /> <br />This rule is adequately addressed with the exception of: <br /> <br />12. Please advise DRMS if there will be any road construction or any enhancements to existing <br />roads in order to construct and maintain the proposed ponds. <br />13. Please submit designs for new roads or enhancements to existing roads and update Map <br />M52 to indicate the locations of any road work or new roads as per Rule 2.05.3(3)(c). <br />14. Please update Map 51 as per the comments in the mapping section (Rule 2.10) of this <br />document. <br /> <br />Rule 2.05.3(4) Ponds, Impoundments and Diversions <br />
