Parameter Evaluation <br />The following parameter evaluation applies to all outfalls covered by the renewal permit (i.e., both non- <br />stormwater and stormwater outfalls) that are subject to numeric effluent limitations. Those outfalls subject to the <br />federal ELG Subpart H (Outfalls 004, 011, and 012), are not included herein. <br />1. Technology Based Limitations <br />Total Suspended Solids (TSS) - The federal ELG (Subpart D and/or Subpart B) limitation for TSS is applied to <br />discharges from outfalls 001, 007, 008, and 010. According to Part 62.2(3) of the Regulations for Effluent <br />Limitations "If the Commission has not so promulgated effluent limitation guidelines for any particular industry, <br />but that industry is subject to effluent limitation guidelines promulgated by the United States Environmental <br />Protection Agency pursuant to the Federal Water Pollution Control Act of 1972, the effluent from these <br />industries shall be subject to the applicable EPA guidelines and shall not be subject to the effluent limitations <br />of Regulation 62.4." These limitations are the same as those contained in the previous permit for outfalls 001, <br />007 and 008, and are imposed upon the effective date of the permit. This is a new limit for outfall 010, but a <br />compliance schedule is not applicable to federal EI -Gs and therefore, the limit is effective immediately. <br />Total Iron - The federal ELG limitations for total iron are applied to discharges from outfalls 001, 007, 008 and <br />010. In cases where the WQBEL is the more stringent limit, the WQBEL will be applied in lieu of the 30 -day <br />average ELG. See discussion in the Water Quality Standards section for total iron below. This is a new limit for <br />outfall 010, but a compliance schedule is not applicable to federal El -Gs and therefore, the limit is effective <br />immediately. <br />Oil and Grease - The oil and grease limitations from the Regulations for Effluent Limitations (Regulation 62) <br />are applied to discharges from outfall 001. <br />2. Water Quality Standards <br />Where the division made a qualitative monitoring determination for outfalls 007, 008, and 010 for a specific <br />parameter, the associated monitoring frequencies were based on whether limits, or monitoring, were applied <br />to outfall 001. Where limits were applied to outfall 001, quarterly monitoring was required for outfalls 007, <br />
