FORREST MINING PROJECT
HARD ROCK/ METAL MINING
LIMITED IMPACT OPERATION ( 110 (2) )
RECLAMATION PERMIT APPLICATION
6.3.3 EXHIBIT C— MINING PLAN
(Revised June 29, 2017)
6.3.3 (1) (a) The estimated date that the mining will commence is September 1, 2017 and will
continue for five (5) years. An additional year may be required for reseeding in
some areas. The mining work will be done between April and November each
year as the weather conditions permit. This operation is not intended to be an
intermittent operation. Per C.R.S. 34-32-103(6)(a)(11), should the operation
temporarily cease production for one hundred eighty(180) days or more, a
notice thereof will be made to the board stating the reasons for nonproduction,
a plan for the resumption thereof, and the measures taken to comply with
reclamation and other necessary activities as established by the board to
maintain the mine in a nonproducing state. The requirement of a notice of
temporary cessation shall not apply to operators who resume operating within
one (1)year and have included, in their permit applications, a statement that the
affected lands are to be used for less than one hundred eighty (180) days per
year. If the operations are to continue beyond five (5) years, a request for
continuance will be submitted to the DRMS.
6.3.3 (1) (b) The estimated depth to which soil, suitable as a plant growth medium, which will
be salvaged (and kept separate from topsoil)for use in the reclamation process
is 1 inch minimum, 5 inch maximum (Per the Forest Service recommendation).
The estimated thickness of topsoil and fine grained soils will be salvaged is 1 -5
inches (Per the Forest Service recommendation). These soils will be stockpiled on
site adjacent to the excavated areas and will be used for reclamation. They will
be stored no closer than 2 feet from the edge of the excavation, measured from
the nearest base of the spoil to the cut. If these stockpiles are not reapplied on
the graded area immediately after salvage they will be stabilized with silt fencing
and if the topsoil stockpiles are not replaced by the end of the annual mining
season, they will be seeded to prevent erosion. Both the topsoil and growth
medium stockpiles will be located out of the mine traffic and out of
drainageways.
