Request for Technical Revision
Permit M-1977-227
Mesita Hill Mine
Exhibit D, Mining Plan — Revised for Phased Mining
There are several distinct products produced at this site, which are excavated in
different parks of the permit. There are also numerous small existing pits in the
permit. Many of these small pits will not be redisturbed by mining, but will be
reclaimed as mining proceeds in adjacent mining phases.
Super -Ex wishes to delineate the areas to be mined into a series of
approximately ten -acre phases, which will be mined and reclaimed in an orderly
succession across the site. Activity in each mining phase will commence with
stripping any usable topsoil or overburden (unless those material were formerly
removed by previous mining).
There are currently areas that are in a condition to receive overburden and
topsoil in final reclamation. Super -Ex believes it is preferable to move and place
overburden and topsoil directly onto these reclamation areas, rather than
stockpile them and place them later. No new topsoil stockpiles, therefore, will be
created during the mining phases.
After a phase has been fully mined, reclamation will begin there and be carried to
completion within five years. When mining ceases and reclamation begins on a
phase, mining will begin on another mining phase. Due to the variability of
materials being mined, there will be two mining phases being actively mined at a
time. The operator will limit mining disturbance to no more than two mining
phases at a time.
Besides the mining phases, whose disturbance will be only temporary, there are
several other areas of activity on the site that will be remain active and/or
unreclaimed for a longer period of time, or until all mining ceases on the
site. These areas include: onsite haul roads, the large central pit (which may
require a longer time to backfill), the processing and product stockpiles area,
topsoil/overburden stockpile areas, concrete storage bins and concrete slab
(equipment storage or temporary structure). These non -mining phase areas
encompass approximately 20 acres, and all disturbance will be sur ficial. These
various areas are shown on the enclosed maps.
The processing and stockpiling area will remain in the central part of the permit,
south of the large pit. This allows close access to mine the different products, as
well as close access to the group of areas to backfill and reclaim. The operator
expects to have dozers and loaders, conveyor/stackers, and screens. Numerous
product stockpiles will be present continuously on the site.
