This inspection confirmed that there was no mine water drainage seeping through the French <br />drains. Patches of the surface were damp due to recent precipitation events. No surficial slumping or cracking <br />could be noted on the backfilled slope either. <br /> <br />The permanent Diversion ditch at the North Decline remains in good condition with no breaches or sediment <br />deposition impeding the flow in the ditch. The rip rapped section of this ditch is holding up well. <br /> <br />The Inspection followed up on water flow in the Martin Crawford irrigation ditch. This irrigation ditch was dry at <br />the time of the inspection. The Carey “pit” was dry at the time of the inspection. The lateral ditch from the Carey <br />“pit” north to the 90 degree turn to the west was also dry. The head gate to the Martin Crawford ditch remains <br />closed and locked as per DWR notice. Rapid creek was flowing and was quite cloudy with sediment. <br /> <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br /> Access roads to various parts of the mine were dry and navigable. Most of the remaining roads are county <br />roads and are not required to be maintained by Snowcap Coal. <br /> <br />A new non-mine road has been constructed along the recently constructed powerline overlying the Roadside South <br />mining area. This is not a structure related to the Roadside permit. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> Construction of the shooting range on the west side of the Colorado River continues. The three outdoor <br />lanes located just west of the permit area boundary have been graded, temporary plywood targets have been <br />installed, concrete pads have been poured, 3 metal shooting benches have been installed, and boulders have been <br />placed to keep vehicles in the parking area and out of the shooting area. While we were observing the <br />construction, two men from Palisade arrived to shoot. Both men were excited about the forthcoming facilities and <br />were in support of the project. <br /> <br />A gravel parking area has been graded and gravel has been applied to the area adjacent to the reclaimed substation <br />G. A part of the access to this parking area uses the access road footprint. The Division considers this activity <br />verification that the project is being implemented in accordance with Permit Tab 15, p. 15-2. <br /> <br />The area on top of CRDA1 was inspected and remains in good condition. Vegetation in this area was good with <br />no erosional concerns. Deer scat was plentiful in this area. It appeared that a shoed horse had been in the area <br />recently. <br /> <br />REVEGETATION – Rule 4.15
