Records were checked on 3/29/2017 in the <br />offices of J.E. Stover & Assoc. Tonya Hammond of Snowcap Coal Co. met the inspector at the Roadside Portals <br />on 3/30/2017. <br /> <br />The weather was cool, cloudy and windy with a front moving into the area as the day progressed. In spite of rain <br />the two day previous, the mine site was dry, roads were dry with no trouble accessing areas of the permit. <br /> <br />The Division also conducted an aerial inspection on the same day. A portion of this reposrt comments on the <br />photos collected during the aerial inspection. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> Records were checked in the J. E. Stover offices on 3/29/2017. Records list is included on the last page of <br />this report. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> All sediment ponds at the Roadside Portals permit have been reclaimed and released from bond. Areas <br />remaining in the permit area have adequate vegetation to control erosion, are flat or are considered within an <br />alternate sediment control area. <br /> <br />Remaining ditches in the permit area were functioning well. <br /> <br />SCC personnel had notified the Division on March 6, 2017 that a landowner was running irrigation water on <br />property that was under review regarding hydrologic concerns. SCC personnel also notified DWR regarding this <br />irrigation water. A representative from the Division met the operator at the mine on 3/8/2017 to assure that this <br />water was not exacerbating previously identified concerns at the mine.
