Organic matter content in the surface <br /> horizon is about 2 percent.This soil does not meet hydric criteria. <br /> The Razor component makes up 30 percent of the map unit. Slopes are 8 to 15 percent. This <br /> component is on breaks.The parent material consists of clayey slope alluvium over residuum <br /> weathered from shale.The natural drainage class is well drained. Water movement in the most <br /> restrictive layer is moderately low. Shrink-swell potential is high.This soil is not flooded. It is not <br /> ponded. This soil does not meet hydric criteria. <br /> a) There is approximately 2 to 4 inches of topsoil which will be removed, stockpiled and stabilized <br /> for future reclamation use in each phase. <br /> b) The sites overburden varies from 0 to 8 feet, with a depth of 4 feet. Overburden will be <br /> removed, stockpiled and used to build reclamation slopes or a portion of the material may be <br /> sold as a product. <br /> c) The affected mining area has a sand and gravel deposit with an average depth between 10 to 15 <br /> feet below the existing ground elevation. <br /> d) The gravel lies above a shale layer. <br /> 9) Primary and Secondary Commodities-The primary commodities will be asphalt, road base and <br /> other specification construction aggregates. No secondary commodities are anticipated to be <br /> produced at this site. <br /> 10) Incidental Products-We do not anticipate any incidental products to be mined/extracted by the <br /> operation. <br /> 11) Explosives— No explosives are required for the mining of this alluvial gravel deposit. <br /> 12) Storage -There may be temporary oil and parts storage on site during material processing/trucking <br /> operations. <br /> 13) Building-There will not be any permanent building on this site. <br /> 14) Pollutants- No unauthorized releases of pollutants to groundwater shall occur from any materials <br /> mined, handled or disposed of within the permit area. <br /> EXHIBIT E - RECLAMATION PLAN <br /> 1) DESCRIPTION OF RECLAMATION -The purpose of this reclamation plan is to return the affected <br /> land to its current use of dry rangeland as soon as practical after the mining of the aggregate <br /> material. The reclamation area phase will consist of the aggregate processing areas, stockpile areas <br /> and access road. The buffer areas will be excluded from reclamation activities. The existing dry <br /> rangeland is a terrace with an elevation of±5,360 ft. After mining the area will retain a similar <br /> appearance, but will be lowered by about 10 to 20 feet. During each reclamation phase all efforts <br /> will be made to contour the new slopes to tie into the existing contours to provide a natural <br /> appearance. Backfilling and grading of each phase shall be completed during and as soon as feasible <br /> after mining. Grading shall be done to control erosion and siltation of the affected lands and keep <br /> storm water within the permit boundary. Revegetation will be accomplished with an approved dry <br /> rangeland seed mix. <br />
