Street, Craig, CO 81625 <br />Phone & Fax (970) 824-2709 <br />WagnerCorp@q.com <br />EXHIBIT E (6.4.5) , Reclamation Plan <br />It is the land owner's intent to use the post mine location for the storage of farm/ranch <br />equipment and hay. In order to comply, area will be defined as one of 3 area types. <br />1. Reclaimed General Agricultural Vegetation <br />2. Leveled Cleared Hay Storage <br />3. Graveled Farm Equipment Storage <br />1. Reclaimed General Agricultural Ve etation Plan <br />Pit Slopes — All slopes will be reduced to a 2 to 1 slope or flatter. Slopes will be <br />constructed by pulling upper shoulder down to the toe forming the 2 to 1 slope using <br />a Trackhoe or D-9 Cat Dozer. Topsoil - Post mined reclamation at the Wagner Rock <br />mine, will consist of top -soiling all side slopes with approximately 6"of stockpiled <br />topsoil material. Topsoil will be moved from the topsoil stockpiles along the <br />perimeter of the excavation to revegetation areas using loaders and dump trucks or a <br />D-9 Cat Dozer. Reclamation and revegetation of the 2 to 1 slopes within the <br />excavation will have a 6" depth of topsoil, suitable for plant growth medium applied <br />to all exposed slopes. <br />Seeding - Seeding will be conducted by drilling or hand broadcast at a rate of 12lbs <br />per acre. Seeding will be seasonal according to recommendation. All areas of <br />reclamation will be revegetated with a dry land seed mix in accordance with DRM&S <br />specifications 20.0 REVEGETATION consisting of <br />20% fescue <br />20% Ephriam <br />20% Tetraplorid Perennial Rye <br />This seed has an approximate retail price of 5160.00 per 100 lbs <br />Fertilization - All vegetation reclamation areas will receive 18-46-0 fertilizer at a <br />rate of 200 lbs. per acre <br />Erosion Control - Mulching will be done if necessary at a rate of 2 tons per acre. <br />Mulch will be applied to disturbed areas immediately after seeding with wind <br />velocities of 15 miles per hour or less. The approximate area to be revegetated is 2.6 <br />acres. <br />Trash, weeds and other debris that will interfere with seeding operations will be <br />removed. Seedbed will be adequately loosened 4" to 6" deep and smoothed. <br />Discing and seed drilling or hand broadcasting will be done on contour. A grassland <br />drill with depth bands and seed box agitator, equipped with packing wheels will drill <br />seed across the slope. The drilled furrows will be less than 12" and seed will be <br />planted 114" to %z" deep. <br />2. Leveled and Cleared Hay Storage Plan <br />
