Therefore that designation likely makes the old mill use an existing non- <br />conforming (possibly a legal non -conforming) use at that time. This will likely be a difficult <br />task for us (Baseline and the City of Black Hawk Planning Department) to qualify it as a <br />`LEGAL' Non -Conforming Use.
