5 City of Black Hawk <br /> 5.1 Public Open Space and Heritage Master Plan <br /> Completed in 2003 and adopted within the Comprehensive Master Plan(below), the City <br /> of Black Hawk's"Public Open Space and Heritage Master Plan" outlines the goals of the <br /> City's heritage tourism goals and the features of the City's history to be preserved as part <br /> of the overall open space planning. The Golden Gilpin mill is clearly considered <br /> culturally significant by the City of Black Hawk. "If the owner is willing, the Golden <br /> Gilpin Mill ... could be developed into a museum ... " (Page 27, Public Open Space and <br /> Heritage Master Plan, City of Black Hawk, 2003, attached as Exhibit Q. This document <br /> goes so far as to include an image of the Golden Gilpin mill. <br /> 5.2 Comprehensive Master Plan <br /> The City of Black Hawk completed and adopted its"Comprehensive Master Plan" in <br /> November, 2004. This plan provides the framework for the planning and zoning within <br /> the City and provides the basis for the Municipal Code regarding land use, development <br /> and zoning. The goal of Cultural Tourism is included within this document and referred <br /> to in several of the adopted policies and throughout the document. The Golden Gilpin <br /> mill is specifically referred to multiple times within the document. <br /> 5.2.1 Master Plan Alternative B <br /> "Municipal Center <br /> In Alternative B, the new Municipal Center is located along the eastern edge of SH 119, <br /> across from the Golden Gilpin mill site which is envisioned to become a cultural tourist <br /> venue. This visible, notable land use will then become the key northern gateway into the <br /> community. Visitors to Black Hawk learn about the heritage of the mining and also <br /> identify this area as the civic heart of the city." (Exhibit D, pg. I11-6) <br /> 5.2.2 Policy EST-3.2 <br /> As described in the City of Black Hawk's "Comprehensive Master Plan", one of the <br /> City's Principles (described as the "basis for the implementation of the vision for the <br /> future of Black Hawk"), Principle EST-3 is to "Pursue opportunities for diversification <br /> of the economy. " Under this guiding Principle,the following Policy explicitly mentions <br /> the Golden Gilpin mill: "Policy EST-3.2: Begin diversifying the economy by building <br /> upon the unique mining, milling, railroads, ranching/wildlife, and Indian heritage of the <br /> area. " The third action measure listed under this policy is: "Work with the owners of the <br /> Golden Gilpin Mill[sic]to establish this as a tourist attraction... ".
