3.2 Reclamation Plan <br /> The reclamation plan,as submitted and approved in 1990 shall remain the reclamation <br /> plan. In addition, all buildings and structures, the mining and milling equipment, and all <br /> supplies pertinent to a mining or milling operation shall remain, with the intent to <br /> preserve the appearance of a historic, active mining and milling operation. <br /> 4 National Register of Historic Places <br /> Then entire permitted area lies within the Central City/Blackhawk Historic District <br /> (National Register of Historic Places Registration Form, May 22, 1990, attached as <br /> Exhibit A), a National Historic Landmark. <br /> 4.1 Contribution to Historic Value <br /> While not specifically listed structures, the Golden Gilpin mill (originally the "Meade <br /> and Prize mills") falls under the following description: "There are a variety of mining <br /> and industrial buildings, structures There are a variety of mining and industrial <br /> buildings, structures, and sites in and around the three towns of the historic district, but <br /> most are ruins and considered non-contributing individually. For mining operations, <br /> these include tailings, collapsed mining structures such as shafthouses, ore loaders and <br /> bins, cribbing, and wood frame buildings; in addition, there remains evidence of ore <br /> processing and other industrial components of the total mining operation of the <br /> district...Therefore, these ruins and remains contribute to the historic association and <br /> visible historic environment..."
