November 16, 2016 C-1981-012/New Elk Mine RAR <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 2 <br /> <br /> Page 6 of 10 <br /> <br /> <br />Photo 5: Willows in ditch 58. <br /> <br />o The ditch between the active RDA and the reclaimed bench appeared to function adequately. <br />It had recently been slightly deepened to assure positive drainage. <br />o Best management practices for erosion control: sumps, wattles and silt fences observed <br />appeared in good repair and functioning properly at time of inspection. <br /> <br />EXCESS SPOIL and DEVELOPMENT WASTE - Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br /> <br />The (RDA) has three reclaimed benches with the upper most bech utilized for drying and compacting <br />pond and sump cleanings. Diversions route water to Pond 08. <br />o The upper portion of the RDA had been recently graded. No ponding water was <br />observed at the time of inspection. <br />o Piles of excavated material from recent sump, ditch and culvert cleaning had been <br />incorporated.
