Storm Water Management Plan (SWMP), September 2012 <br />GCC Energy – King Coal & King II Mines <br />9 <br /> <br /> Fuels and oils are stored in a covered area to minimize contact with <br />stormwater <br /> All fuel and oil storage areas are within properly-sized secondary <br />containment <br /> Spill kits are kept near fuel and oil storage areas <br /> Fueling area is exposed to stormwater, but constructed on concrete pad <br />with rolled curb, overflow directed to catchment pond <br /> Employees are trained in spill response procedures <br /> A Spill Prevention, Control and Countermeasures (SPCC) Plan, consistent <br />with 40 CFR 112.1, has been prepared for the King II Mine <br />4.5 Erosion and Sediment Controls <br />The King Coal and King II Mines utilize a variety of erosion and sediment controls <br />to reduce erosion and prevent sediment from reaching Hay Gulch. In general, <br />erosion control measures prevent soil or sediment from becoming mobilized, and <br />sediment control measures trap, infiltrate, or settle out mobilized sediments. <br /> <br />Erosion control measures include: <br /> Facility roads are watered as necessary to minimize dust generation <br /> Previously disturbed areas and soil stockpiles are vegetated <br /> Rip rap has been placed for energy dissipation in the clearwater and drainage <br />ditches at curves and steep slopes <br /> The outlet from the sediment pond is lined with geotextile and armored with <br />riprap <br /> <br />Sediment control measures include: <br /> Both facilities utilize sediment ponds that are designed to contain runoff for <br />the entire facility <br /> Perimeter clearwater ditches are separated from facility stormwater by <br />compacted earthen berms <br /> Facility roads are sloped toward drainage ditches and roadside sediment <br />traps, away from clearwater ditches <br /> Most drainage ditches are directed toward the sediment pond; all others <br />directed to roadside sediment traps and the final sediment trap located at the <br />south end of the access road <br /> A cattleguard located at the south end of the King II access road provides <br />additional protection from offsite vehicle tracking; the trench beneath the <br />cattle guard captures mud and dirt from tires of haul trucks as they drive over <br />it <br />4.6 Employee Training <br />Facility supervisors are responsible for familiarizing appropriate personnel with <br />procedures as necessary to perform the tasks outlined in this plan.
