One or all of the personnel listed above may be responsible for assisting the
mine operator in the implementation, maintenance and revision of the SWMP.

In addition, relevant employees receive an overview of the SWMP elements upon
hiring and on an annual basis. The SWMP Administrator is responsible to
ensure that the required inspections and effluent monitoring occur, training is
provided, and that the records for inspections are maintained.
4.2 Preventive Maintenance
The GCC King Coal and King II Mines employ a preventive maintenance
program, which includes regular inspections of commonly-used areas. In
addition, comprehensive inspections are conducted bi-annually, and are
described in Section 5.

Preventive maintenance involves the regular inspection of equipment and
vehicles used and stored at the facility. These inspections should uncover
conditions such as cracks or slow leaks which could cause breakdowns or
failures that result in discharges of chemicals to surface waters. The purpose of
the preventive maintenance program is to prevent breakdowns and failures by
adjustment, repair, or replacement of equipment before a major breakdown or
failure can occur.
