The SWMP Administrator is responsible to <br />ensure that the required inspections and effluent monitoring occur, training is <br />provided, and that the records for inspections are maintained. <br />4.2 Preventive Maintenance <br />The GCC King Coal and King II Mines employ a preventive maintenance <br />program, which includes regular inspections of commonly-used areas. In <br />addition, comprehensive inspections are conducted bi-annually, and are <br />described in Section 5. <br /> <br />Preventive maintenance involves the regular inspection of equipment and <br />vehicles used and stored at the facility. These inspections should uncover <br />conditions such as cracks or slow leaks which could cause breakdowns or <br />failures that result in discharges of chemicals to surface waters. The purpose of <br />the preventive maintenance program is to prevent breakdowns and failures by <br />adjustment, repair, or replacement of equipment before a major breakdown or <br />failure can occur. <br /> <br />Maintenance activities associated with vehicles and mine equipment include the <br />following: <br />
