November 30, 2016 C-1992-081/Hayden Gulch Loadout JHB

Number of Partial Inspection this Fiscal Year: 4
Number of Complete Inspections this Fiscal Year: 2

GENERAL MINE PLAN COMPLIANCE:
HGT submitted a letter to the Division on November 8, 2016 outlining mitigation measures that would be
conducted to resolve concerns that were subject of CV-NOV-2016-002. HGT had completed repair of fences at
the State owned parcel at SE 1/4 Section 14. A crew was in the process of repairing the fence at the rail crossing
of RCR #37 (at RRC-15 location). The fence on the north west side of RCR#37 was already repaired in this
location.

HGT also reported that The affected parcel in Section 14 had been seeded with the permanent Range land seed
mix. HGT will forward a copy of the seed receipt to the Division to document this. The snow cover on the area
prevented visual observation of the seed application. HGT stated that the rangeland mix was applied to the
affected parcel in NW 1/4 Section 10. Snow cover precluded visual observation of this. HGT also stated that this
parcel will be tilled and a pasture seed mix applied in the Spring.

Scrap metal from culvert removal and fencing removal still needs to be cleaned up. HGT has a contractor slated to
complete this work this week. Once the scrap metal is removed, HGT will have completed the mitigation
measures committed to in the November 8, 2016 letter.

ROADS – Rule 4.03
Drainage 4.03.1(4)/4.03.2(4)
Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6):
Tie-Across Haul Road was snow covered, but had been plowed and maintained. No concerns were noted
with the TAHR. Third party activities (Xcel?) at the extreme eastern end of the TAHR have been completed and
the construction site has been cleaned up.

RECLAMATION SUCCESS - Rule 4.15, Rule 3:
Reclamation activities at the rail loop are on hold for the time being.

All the rail has been pulled with the exception of the crossing at US 40, and RCR #37.

DOCUMENTS RECEIVED NA
OTHER (SPECIFY) NA
