Miranda Blomquist accompanied the <br />inspection and represented HGT.The weather was cold but clear. There was a thin covering of snow, approx. 2-4 <br />inches, of snow on the ground. Reclamation work on the rail loop has been temporarily halted, but a fencing crew <br />was on site, re-installing fence on the State owned property. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> During the October 2016 complete inspection, ground water sampling records for 2016 were not located <br />with the permit records at the Foidel Creek location. HGT personnel had printed out the groundwater sampling <br />records for 2016, and had them available for review in the office. Groundwater sampling was conducted on May <br />11, 206 for the Spring sampling and on September 18, 2016 for the Fall sampling. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;; <br />Impoundments 4.05.6, 4.05.9; <br /> The truck loop pond was holding a shallow pool of water that was frozen and snow covered several feet <br />below the discharge elevation. <br /> <br />Ditch 3 at the facilities area laydown has been reestablished. <br /> <br />HGT has better defined the ditch south of the Brooks driveway to direct flow from the seep into the culvert under <br />the driveway. This configuration appears to be working well. The driveway was firm and not muddy. <br /> <br />The Walker ditch was still flowing. Protective wattles remain in place. <br /> <br />The ditch immediately north of the Walker ditch that passes through RRC-11 remains blocked on the east side. <br />HGT needs to assure that all irrigation ditches are functional prior to ditch owners needing to utilize them. <br />
