However, Boulder County's planned restoration construction <br /> in the immediate future is limited to the areas downstream of the old Andesite <br /> Bridge and does not include the quarry area. Because the Matrix plan for <br /> restoration of the Lyons Quarry "meadow"area will not be implemented until <br /> sometime in the future, the approach is to submit a future Technical Revision <br /> based on a collaborative plan for reclamation of a separate reclamation area. The <br /> scope of this Technical Revision No. 2 is limited to reclamation of the quarry area <br /> above the meadow, including the pit and highwall areas and down to the toe of the <br /> riprap scour berm. <br /> Blasting Plan <br /> 2. The revised reclamation plan calls for establishing the final grade through drilling <br /> and blasting. Pursuant to Rule 6.4.4(i), the Operator must demonstrate that offsite <br /> areas will not be adversely impacted by blasting. Please provide a commitment to <br /> conduct seismic monitoring for each blasting event and specify the location of all <br /> seismic instruments. <br /> Response: <br /> The construction documents for the reclamation will include blasting specifications <br /> that require appropriate pre-qualification, blasting controls (blast mats, burden <br /> requirements, stemming requirements), blast plan submittals and reviews, pre- <br /> blast condition surveys, careful inspection, and blasting effects monitoring to <br /> demonstrate that off-site areas will not be adversely affected by blasting. <br /> The blasting specifications will require seismic monitoring for each blasting event <br /> and seismic instruments will be placed at the permit boundary just south of St. <br /> Wain Creek, and directly across from the existing structure north of the pit, and at <br /> the permit boundary east and west of the pit highwall. <br /> 3. Please provide the Division with a plan to control fyrock from damaging nearby <br /> permanent man-made structures. <br /> Response: <br /> Flyrock will be controlled as necessary using blast mats, burden requirements or <br /> stemming requirements.
