For your convenience and completeness,
the following paragraphs include the original DRMS comments from Adequacy
Reviews No. 1, dated August 10, 2016, and No. 2, dated October 5, 2016, followed
by a response in italics.
Adequacy Review No. 1
Agency Comments
1. The Division received comments from Boulder County Parks and Open Space.
Please review the attached comments and explain how the Operator intends to
address the concerns expressed by Boulder County Parks and Open Space.
Response:
Following the September 2013 flooding in South St. Wain Creek, Boulder County
contracted Matrix Design Group to develop restoration plans for the 3.2 mile
stretch of South St Wain Creek, from the forest service boundary in the canyon to
the Old Saint Wain Bridge off Highway 7. These restoration plans include the flat
"meadow"area located between South St. Wain Creek and the mined high walls at
Lyons Quarry. Based on Matrix's 30 percent design plans, the restoration in the
"meadow" will be much more extensive than addressing the mine processing,
stockpiling, and access areas. The Matrix 30 percent design plans include
realignment of the main channel to mimic the historical pre-mining and pre-flood
alignments, additional flow paths for overflow channels (activated at approximately
1.5- and 5-yr flows), wood structures to aid in bank stability and initiate pool
formation, extensive floodplain grading, extensive revegetation, and potentially
hdrinc.com
1670 Broadway, Suite 3400, Denver,CO 80202-4824
(303)764-1520
1
