Figure 2. Wa ddles installed on the west end tie -in location of the 10RT Pipeline
10RT Borehole:
The culvert under the access road from the 6MN reservoir road to the 10RT pad is partially full of
sediment and partially crushed. This culvert will need to be repaired or replaced.
o This item was addressed.
Signs and Markers:
Please correct the permit number on the mine entrance sign where the permit boundary crosses County
Road 37.
o This item remains outstanding.

PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11
Drainage Control; Surf ace Stabilization; Placement:
The CRDA expansion area was inspected. TC has replaced cover material and topsoil on the face of the second
bench of the CRDA expansion area. According to the permit, TC is required to place four feet of cover material
on top of the waste material. This material should consist of 2.5 feet of suitable co ver and 1.5 feet of topsoil.
Three holes were dug during the inspection on the face of the second bench to verify the required amount of cover
material has been placed on the face of the waste pile. The first hole was on the west side of the face of the second
bench about a quarter of the way up on the bench. Four feet of cover was placed on top of the waste of which 22
inches of material was topsoil. The second hole was located near the center of the second bench about halfway up
the face of the bench. Four feet of cover has been placed at this location, of which 26 inches was topsoil. The
third hole was located on the east side of the second bench about three quarters up the face of the bench. Four feet
of cover material was placed at this location of which 24 inches consisted of topsoil. The cover material consisted
of very dense clay. According to Mr. Watterson, TC intends to hydro -seed the second bench within the week.

Waste material has been windrowed on top of the second bench. It does not appear TC has expanded the
underdrain since the last inspection. Topsoil appears to have been excavated from the original topsoil stockpile
and either transported to the new topsoil stockpile or used to reclaim the second bench. During the inspection, a
contractor was constructing the side drainage adjacent to the face of the second bench. Rip -rap was being placed
in the drainage.
