The current rules require the following: a description of the regional hydrology in reference to the permit area, a map in accordance with 2.10 providing regional hydrological features and drainage areas, and an adequate characterization of surface water quality and quantity for this section. Some Soil Conservation Service Soils information was included in the original application for the C-1976-014 application and the Conversion application. As indicated above the proposed operation may not be within the originally affected area of the Healey Pit. Regardless, soils resource information for the proposed new permit area will need to be submitted in accordance with this rule. 26. The coal regulations cited above stipulate the collection of baseline vegetation information, as well as a survey of vegetation cover and species diversity, and the establishment of an appropriate reference area for disturbed areas to be reclaimed to.
