September 8, 2016 C-1994-082/Yoast Mine JHB

Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year: 1

areas that have resulted from the weed control efforts. Canada and Bull thistle are still present at the Pond 10
flume.

Pond 11A was holding a pool of water approx. 18 inches below the discharge elevation. No problems were noted
with this pond.

The surge tank immediately west of pond 11A was dry. Weeds on the outslope of the surge tank were dead. Dry
Whitetop below the embankment outslope should be noted for weed control treatment early next spring.

Stock Tank ST-1 was holding a shallow pool of water several feet below the discharge elevation. No concerns
were noted with ST-1

Drainage YPM-1-2 rill forming on east side of drainage. This feature is forming in a strip that was used to access
YPM-1 during repairs several years ago. Vegetation has not re-established well after the repairs. Efforts are
needed to retard the further formation of this rill. SP, LLC personnel noted this feature.

Drainage YPM 3-1 was in good repair. A rill was beginning to for just north of YPM 3-1. This rill should be
monitored by the operator. The surge tank in YPM-3-1 was dry.

YPM-14 remains in good repair.

Pond 14 was holding water but not discharging,
Pond 13 was holding a pool of water but not discharging.

Pond 12 was discharging clear effluent approximately <0.1 on staff gauge in the flume. Algae has built us in the
flume and needs to be scraped out. A healthy infestation of Canada thistle has established at the Pond 12 flume
that needs control.

ROADS – Rule 4.03
Drainage 4.03.1(4)/4.03.2(4)
Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)
Reclamation 4.03.1(7)/4.03.2(7):
Roads throughout the reclaimed site were dry and in good repair.

A drop in LU3A was noted at the northeast corner of Shrub Plot SP07-1 and YPM-20. This drop in the road
surface appears to be a continuing part of the much larger “neck pit slide” noted in 2011. The area has been dry
but there appears to be additional settling at this north east end of the slump feature. The cracking across the
permanent access road, is immediately south of Culvert EX-2 (see Map Exhibit 20-2). Bulging was noted on the
slope east of LU-3A. It appears that this crack bisects the roadside ditch upslope of EX-2. Sealing of the crack so
runoff can continue through EX-2 and down YPM-16, may aid in keeping this feature dry. SP, LLC should
evaluate this portion of the road to keep it from failing during winter snow loading.
