Miranda Blomquist of Seneca Property, <br />LLC accompanied the inspection and represented the operator. The weather was clear and dry and warm. The <br />mine is a reclaimed surface mine. No mine buildings or personnel remain on the site. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> Records are stored at the Foidel Creek Mine office. Miranda was unable to locate Spring 2016 <br />groundwater sampling data. SP, LLC is having a 3rd party prepare the 2015 Annual Hydrology Report. Ground <br />water data may be with the 3rd party. 2015 Annual Hydrology Report is very late in submittal to the Division. <br />This report needs to be received by the Division no later than September 26, 2016. Records availability is found at <br />the end of this report. <br /> <br />FISH and WILDLIFE – Rule 4.18: <br /> Columbian sharp tail grouse were flushed up just west of Shrub Plot SP05-1. The birds were in dense <br />Great basin wildrye grass cover, which provided good hiding habitat. <br /> <br />Flocks of Sandhill Cranes were flying high overhead. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Impoundments 4.05.6, 4.05.9: <br /> Pond 10 was discharging clear effluent . Discharge is approximately 0.10 on flume. Flume has algae in <br />bottom, needs to be scraped out. SP, LLC has not received bentonite to repair the seep in the Pond 10 riser yet, <br />but has it scheduled as maintenance. There are recent vehicle tracks on pond 10 embankment, and signs that <br />cattle have been moved across this embankment. Though there was no planned grazing on this property this year, <br />obviously cattle have been in the area. SP, LLC has made concerted efforts to manage noxious weeds on the Pond <br />10 embankment, but repeated use by livestock may hamper these efforts. SP, LLC needs to hand seed the bare
