September 8, 2016 C-1994-082/Yoast Mine JHB <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 1 <br /> <br /> Page 4 of 10 <br /> <br />The BLM property located in T6N R87W Sections 17 and 18 that were previously identified as having vehicle <br />trespass (October 22, 2015 Inspection), are again subject to unauthorized vehicle trespass. Trespassers were not <br />observed at the time of the inspection but evidence of 4-wheelers crossing the property, and specifically driving <br />around the signs stating “no trespass” was noted by tracks in the grass. The site has been dry so ruts have not been <br />dug in the reclamation by this trespass. The Division notified BLM-Little Snake River Office, Jennifer Maiolo, <br />about this repeat trespass on the BLM property. At the time of this writing, the BLM had not responded. <br /> <br />A rancher, John, was encountered on LU-3A, driving a 4-wheeler, looking for lost cattle. Dennis Bougay was <br />familiar with this rancher. When encountered, the rancher was staying on permanent graveled access roads. <br /> <br />REVEGETATION – Rule 4.15 <br />Vegetative Cover; Timing: <br /> The vegetation on the reclaimed areas throughout the mine site is drying up as anticipated for the season. <br /> <br />The inspector and SP, LLC representative encountered the contractor spraying noxious weeds on site. The <br />contractor, Dennis, is spraying thistles that have re-sprouted or have basal rosettes that remain green and will <br />actively uptake the chemical. Dennis said he is using a mix of Milestone, Journey, and glyphosate (sp?), and had <br />good success with the mix. <br /> <br />Areas sprayed for Musk thistle on the slope east of YPM1-3 was very success on noxious species mortality with <br />little re-sprout this year. Areas that have been successfully treated for noxious weed control need permanent seed <br />mix applied to assure weeds stay in check. Most of these areas are small and can be seeded by hand or broadcast. <br />A larger area that was treated for jointed goat grass is located at the former office/facilities area on the northwest <br />side of LU-1 NW of Pond 10. This area is approximately an acre in size. In accordance with Rule 4.15.7(5)(b), <br />reseeded areas as a result of weed management efforts must be less than 5% of the parcel reclaimed in any one <br />year. <br /> <br />Other than occasional houndstongue and thistle patches, the vegetation throughout the reclaimed area looks very <br />good and diverse. Dennis was informed of a Canada thistle patch on the north side of YPM6-2 and YPM-7. <br />Dennis was already aware of this location and reported that he had already sprayed it. <br /> <br />SP, LLC personnel were reminded that if areas will be considered for final bond release within the next two years, <br />shrub plot fences need to be opened up to allow browsing and/or grazing similar to the surrounding rangeland. <br /> <br />Shrub plantings adjacent to YPM-14 have been very successful. <br /> <br />SLIDES and DAMAGE - Rule 4.12: <br /> Note the comments regarding LU-3A. <br /> <br />SIGNS AND MARKERS – Rule 4.02: <br /> Seneca Property, LLC is the approved name of the permittee and operator. This change in permittee was <br />approved with SO-1, February 11, 2016. All mine identification signs need to reflect the proper permittee name
