PHASE II <br />Only one area, the permanent road to the MW -65 monitoring well, is approved for Phase II bond release. <br />TOPSOIL REPLACEMENT <br />The Division is not approving Phase II bond release for any areas that required topsoil replacement. <br />REVEGETATION <br />Prior to EFCI submitting the SL -03 application, vegetation sampling was conducted for total plant <br />cover, forage productivity, species diversity, and woody plant density by IME (a consultant working <br />for EFCI), with assistance from Mergen Ecological Delineations, Inc. in 2013 and 2014. However, <br />none of the SL -04 areas, including the spur off of the MW -NW road, were included in the potential <br />sample universe. The Division is not approving Phase II bond release for any areas that required <br />vegetation sampling. This includes the spur off of the MW -NW road, even though EFCI asked for <br />Phase I, II, and III release of this area. <br />ALLUVIAL VALLEY FLOOR <br />There is no alluvial valley floor in the SL -04 areas. <br />SUSPENDED SOLIDS DEMONSTRATION <br />Sediment demonstrations for Phase II bond releases are not necessary for SL -04 areas because the road <br />to MW -65 has been designated as permanent, and the spur off of the MW -NW road has been deemed by <br />the Division as ineligible for release at this time. When EFCI applies for release of this area in the <br />future, a sediment demonstration must be performed. <br />SUMMARY AND CONCLUSIONS <br />Based upon a review of the mine permit, the applicant's bond release application, site inspections, and <br />other information, the Division finds that EFCI has met the approved reclamation plan for the Phase II <br />release area, the road to MW -65. <br />Southfield Mine C-1981-014 Page 10 of 12 August 22, 2016 <br />SL -04 <br />
