III. OBSERVATIONS AND FINDINGS <br />Regarding the sealed boreholes and wells, no open holes or casings were found at any of the sites. <br />The sites were marked with 3/4" galvanized conduit. Per Mr. Weaver, all sites were seeded, and some <br />seed could be observed on the ground surface at the sites during the bond release inspection. <br />No subsidence impacts were seen on the roads or other areas that are approved for release. <br />PHASE I <br />Most of the surface disturbance at the mine and all of the surface disturbance at the loadout were Phase I <br />released with prior applications. For SL -04, the Phase I areas of interest are the road to MW -65 and the <br />900 -foot north spur of the MW -NW Road. MW -65 is designated as a permanent road. There are some <br />erosion issues with this road, but the landowner (Dr. Corley) and EFCI have come to an agreement that <br />EFCI does not need to perform any maintenance on the road. <br />Grading activities (and other reclamation activities) were performed for the north spur in 2002. The bond <br />release inspection and other inspections have revealed that the north spur of the MW -NW Road has been <br />regraded to approximate original contour. It blends well with the surrounding area as shown in the <br />following photograph: <br />SUMMARY AND CONCLUSIONS <br />Based upon a review of the mine permit, the applicant's bond release application, site inspections, and <br />other information, the Division finds that EFCI has met the requirements for Phase I bond release. <br />Southfield Mine C-1981-014 Page 9 of 12 August 22, 2016 <br />SL -04 <br />
