August 17, 2016 C-1992-081/Hayden Gulch Loadout JHB

Number of Partial Inspection this Fiscal Year: 1
Number of Complete Inspections this Fiscal Year: 1

Page 6 of 8

Reclamation 4.03.1(7)/4.03.2(7):
A discussion of the tie across haul road was already noted regarding dust control. The division has not
received any revisions regarding final disposition of the haul road. At this time the haul road is approved to be
reclaimed when no longer needed.

RECLAMATION SUCCESS - Rule 4.15, Rule 3:
Demolition of the rail line, ties and ballast has necessitated re-disturbance of portions of previously
reclaimed areas. The contractor appears to be keeping re-disturbance to a minimum. When the work is completed
and the area ripped and reseeded, HGT will need to define where the 2016 disturbance is. The contractor has not
salvaged topsoil on the work/laydown areas. HGT needs to determine if compaction has occurred from running
equipment over the soil prior to seeding these re-disturbed areas.

The contactor informed the inspector that rail, ties, all metal plates and spikes, and the rock ballast is being hauled
off-site. The contractor has small piles of salvage material in the work areas. Based on the size of the piles much
of the material has already been hauled away.

Photo 10: Contractor has dozed a travel way/work Photo 11: Track & ties removed from rail loop on west side of
Area on the north side of the tracks. Demo of train RCR #37
Loop progresses.
