The temporary overburden stockpile for the Collom area will be located within the drainage of <br />Little Collom Gulch. A geotechnical report, prepared by Shannon & Wilson, dated November 3, <br />2015, has been submitted to verify the stability of the temporary stockpile (Volume 20, Exhibit <br />23, Item 2). The fill will be constructed by end dumping the overburden material in 50 to 100 <br />foot lifts to form an angle -of -repose pile. The final pile will be approximately 775 feet high, <br />cresting at an elevation of approximately 7,700 feet. Upon the completion of mining in the <br />Collom Pit, the material from the temporary overburden pile will be returned to the pit using a <br />truck/shovel operation. <br />Vlll. Coal Mine Waste Banks - Rule 4.10 <br />Colowyo has no coal processing waste or underground development waste. <br />IX. Coal Mine Waste - Rule 4.11 <br />No water is used in the coal processing operation, except for dust suppression, and no coal <br />processing waste is produced. <br />Non -coal waste is placed in the backfill of pits in a manner consistent with the requirements of <br />Rule 4.11.4. <br />X. Slides and Damage - Rule 4.12 <br />The Permit is found to be in compliance with Rule 4.12. Because of the mining technique used, <br />natural barriers are not necessary. Should slides occur in the reclaimed portion of the Collom <br />permit expansion area, CCC will reclaim them as appropriate. <br />XI. Contemporaneous Reclamation - Rule 4.13 <br />The Permit is found to be in compliance with Rule 4.13. Reclamation was found to occur as <br />contemporaneously as practicable with mining operations. Based on the nature of mining in the <br />Collom Pit, which will be a multi -seam operation, backfilling and grading cannot be completed <br />within 180 days of the removal of the uppermost coal seam. In addition, the number of spoil <br />ridges may exceed four at multi -seam operations. Finally, variances from contemporaneous <br />reclamation may be necessary to accommodate high -wall mining operations. <br />PR -04, Colowyo Coal Mine C1981-019 50 August 2016 <br />
