The Division has granted Colowyo a variance for contemporaneous reclamation for the Collom <br />Pit. Additionally, given the constraints of the pit, the number of coal seams and sub -seams being <br />mined and the topography, very little reclamation will be completed in the current permit term <br />(ending November 5, 2017). <br />X11. Backfilling and Grading - Rule 4.14 <br />The Permit was found to be in compliance with Rule 4.14. <br />A. Operations and Reclamation Plans <br />Colowyo's mining operations plan is found in Section 2.05.3 of the PAP, and the reclamation <br />plan is in Section 2.05.4. Section 4.14 contains the performance standards for backfilling and <br />grading. <br />B. Contemporaneous Reclamation <br />Section 4.13 of the Permit contains information on contemporaneous reclamation for Colowyo's <br />multi -seam operations, with additional information found in Sections 2.05.4 and 4.14. As noted <br />above, the Division has granted Colowyo a variance for contemporaneous reclamation for its <br />operations, including the Collom Pit. <br />C. Approximate Original Contour <br />With PR -04 CCC has proposed post -mining topography for the Collom area that is significantly <br />higher than pre -mining topography. The Division has accepted this plan because it is in <br />compliance with Rules 2.05.3, 2.05.4, and 4.14.2 regarding AOC. Per the reclamation plan for <br />Collom, drainages will be constructed with gradients similar to those originally present, and <br />complement the drainage pattern of the surrounding terrain. Final grading plans provide a <br />surface that both minimizes erosion and slippage following the placement of topsoil. Final <br />slopes, in general, do not exceed one vertical to three horizontal (lv:3h). <br />Information on achieving AOC is presented in Sections 2.05.3, 2.05.4, and 4.14 of the PAP. <br />Maps 18B and 19C show the pre- and post -mining topography, respectively. Map 20C shows <br />the pre- and post -mining cross sections. Map 33C shows the pre- and post -mining drainage <br />profiles.
