Two valley fills and two temporary overburden stockpiles were approved for the South Taylor
area in PR -02. The permanent fills are the West Taylor Fill and the East Taylor Fill. The
temporary overburden stockpiles are TS West and TS East. The information on the new valley
fills is contained in Permit Volume 12 in Sections 4.09, 4.10, 4.11, 4.12 and 4.13.
The West Taylor fill is a valley fill located in the upper west fork of Taylor Creek. The final
configuration will contain approximately 10 million cubic yards of material from the initial box -
cut for the South Taylor Pit. The fill is approved to have a durable -rock drain built by gravity
sorting of dumped overburden materials. CCC is approved to use terrace ditches to divert water
off of the face of the fill and to the relief drains on the side. Additionally, 100 -year diversion
ditches route clean -water around the fill. Upon completion of the West Taylor Fill, the area will
have the topsoil replaced and will be revegetated per the approved reclamation plan.
The East Taylor Fill is a valley fill that located in the upper east fork of Taylor Creek. The final
configuration will contain approximately 50 million cubic yards of material from the initial box -
cut for the South Taylor Pit. The fill is approved to have a durable -rock drain built by gravity
sorting of dumped overburden materials. CCC is approved to construct terrace ditches to divert
water off of the face of the fill and to the relief drains on the side. Additionally, 100 -year
diversion ditches route clean -water around the fill. Upon completion of the East Taylor Fill the
area will have the topsoil replaced and it will be revegetated per the approved reclamation plan.
Temporary overburden stockpile TS West will be located on the top of the East Taylor Fill, in
the upper east fork of Taylor Creek. Engineering designs were submitted to verify the stability
of the East Taylor Fill with the additional fill material. Upon the completion of mining in the
South Taylor Pit, the material from TS West will be returned to the pit using a truck/shovel
operation. The surface (which is the surface of the East Taylor Fill) will then be completed as
described above.
Temporary overburden stockpile TS East will be located on an area that once was part of the
Section 16 Pit. Upon the completion of mining in the South Taylor Pit, the material from TS
East will be returned to the pit using a truck/shovel operation. The surface will then be regraded,
topsoil will be replaced and the fill will be revegetated in accordance with the approved
reclamation plan.
No permanent excess spoil is anticipated or approved for the mining and development of the
Collom Pit. One temporary overburden stockpile is proposed for the Collom area in PR -04. The
temporary spoil stockpile will be located in portions of Sections 25, 26, 35 and 36, T4N, R94W,
situated north of the Collom Pit. The Collom Permit expansion area is found to be in compliance
with Rule 4.09. Information on temporary excess spoil can be found in Sections 2.05 and 4.09 of
Volume 15.
PR -04, Colowyo Coal Mine C1981-019 49 August 2016
