August 16, 2016 C-1982-056/Foidel Creek Mine JLE <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 1 <br /> <br /> Page 5 of 12 <br /> <br />signage would be beneficial to deter dozer operators on the BOB pile from encroaching on the <br />topsoil stockpile. <br /> The topsoil stockpile located adjacent to the rock dust tank located off County Road 27 north of the main <br />facilities area should be moved. Given where the pile is located, it appears rock dust has a tendency to <br />blow onto the pile. In accordance with Rule 4.06.3(2) topsoil stockpiles shall be selectively placed on a <br />stable surface area within the permit area, where they will not be disturbed by mining operations and will <br />be protected from wind and water erosion, unnecessary compaction and contamination. Please move the <br />pile, seed it and replace the topsoil identification marker. <br />o TC has placed two Jersey barriers in front of the pile to protect the pile. As this pile has been at <br />this location for many years the Division has reconsidered the necessity of moving the pile. A <br />topsoil identification marker was placed on the pile. This item is addressed. <br /> WC013 corehole has been sealed and needs to be marked with a marker. <br />o The corehole has been marked, this items is considered addressed. <br /> The culvert under the access road from the 6MN reservoir road to the 10RT Pad is partially full of <br />sediment and partially crushed. This culvert will need to be repaired or replaced. <br />o This item remains outstanding. <br /> Non-coal waste was observed on the pad area that needs to be disposed of in the approved disposal area in <br />accordance with Rule 4.11.4. <br />o This item remains outstanding. <br /> TC must submit a minor revision to update Exhibit 49DD Figure F-1 and Map 46DD-F1 of the permit to <br />depict the topsoil stockpile locations as they have changed from what was approved. <br />o This item remains outstanding. <br /> Please install disturbance boundary markers around the access road and topsoil piles adjacent to the 13 LT <br />Outby Utility Borehole in accordance with 4.02.3. <br />o This item has been addressed. <br /> The disturbance boundary markers at the 13 Left Outby Gate Road Utility Borehole have been knocked <br />down by cattle and need to be re-set in accordance with Rule 4.02.3. <br />o This item has been addressed. <br /> There is a topsoil stockpile located at the bend in the access road to the Fish Creek Borehole that has <br />sparse vegetation established and should be re-seeded. Also the topsoil identification marker is in need of <br />repair. <br />o The marker has been repaired and the pile will be seeded this fall. <br /> Please replace the topsoil identification sign on the pile southwest of the Fish Creek Borehole pad. <br />o This item has been addressed. <br /> The 7 North Escape Shaft (Barricade Chamber) was observed. One maintenance items were noted: On the <br />northwest corner of the pad water is pooling and has created a hole in the embankment of the pad and <br />water is discharging at point along the slope causing some erosion. Also, at the southeast corner of the <br />pad water is flowing off of the pad and causing some minor rilling. In accordance with Rule 4.04, the hole <br />in the northwest corner of the pad needs to be repaired and TC will need to install some additional <br />sediment control devices on the southeast corner of the pad. Also, please conduct repair and stabilization
