August 16, 2016 C-1982-056/Foidel Creek Mine JLE <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 1 <br /> <br /> Page 6 of 12 <br /> <br />activities on the rills observed. <br />o The hole in the embankment has been repaired and TC had cut a small opening lower on the pad <br />to encourage positive drainage at this location. However the rilling on the southeast corner of the <br />pad was not addressed. These rills will need to be repaired and stabilized. TC is in the process of <br />installing a new pipeline from the 10RT borehole to the Barricade Chamber. Given this, they will <br />be excavating within the pad area in the next few days. According to Mr. Watterson, they will <br />repair these rills when the equipment is on site installing the pipeline. <br /> On the west side of the 18 Left Ventilation Shaft Pad some wood debris was observed and needs to be <br />disposed of in the non-coal waste storage area at the main facilities in accordance with Rule 4.11.4. <br />o This item has been addressed. <br /> The disturbance boundary markers need to be re-set along the north and west side of the 16LT Borehole <br />site in accordance with Rule 4.02.3. The markers currently in place are inside of the disturbance area. <br />o This items has been addressed. <br /> A new gully has formed on the reclaimed slope above the Fish Creek Tipple pond. The site should be <br />repaired and stabilized. <br />o The gully has been repaired but small rills were observed. This issue was discussed with Brian <br />Watterson and it was agreed that waddles or other stabilization devices could be installed at this <br />location to help limit further erosion. <br /> There is a culvert on the northwest side of the Fish Creek Tipple reclaimed area that appears to have been <br />partially crushed by equipment doing maintenance on the adjacent rail line. <br />o This culvert will need to repaired or replaced. <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The Coal Refuse Disposal Area (CRDA) was observed. The original disposal area was stable, rilling or gullies <br />were not noted. Refuse was actively being placed in the expansion area near the top of the second bench. The <br />first bench was vegetated and stable. Water was discharging at the toe of the underdrain and the adjacent seep. <br />TC appears to have extended the underdrain further uphill in the expansion area. <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br />The 9 East Utility Boreholes have been drilled. A contractor was on site and appeared to be excavating into the <br />pad to construct the cement pads for the blower units. The mud pit for the drilling operation is partially backfilled. <br />The topsoil piles have been marked with identification markers. <br /> <br />TC has initiated the installation of the parallel pipeline from the 10RT borehole to the barricade chamber. A <br />contractor was onsite installing and fusing the pipeline. A portion of the pipeline has been installed and the <br />backhoe operator was actively backfilling the trench of the installed pipeline during the inspection. It appears <br />topsoil has been placed on one side of the trench and subsoil on the other side of the trench. <br />
