The revision must be received by the Division by August 12, 2016. <br />Subsequently, PSCM requested that the Division extend the corrective action due date to August 26, 2016. During <br />this inspection Pond 004 was observed. The spoil springs above the pond was flowing and a small amount of <br />water was observed in the pond, otherwise the pond was mostly empty. Water was not discharging from the <br />primary spillway. The emergency spillway was clear and functional. A backhoe was stationed on the pond <br />embankment and the operator has partially excavated a trench above the original culvert. According to Ms. <br />Blomquist, she and Mr. Watterson met with a Division of Water Resources representative on site the day prior to <br />this inspection to discuss possible modifications to the dam embankment that would need to be made in order to <br />leave the impoundment as a permanent impoundment. According to Ms. Blomquist, PSCM may have to install a <br />new culvert with a new gate to allow the landowner to discharge water in the event there is a call for water from <br />downstream users. I explained that any change in the design of the current impoundment spillway would need to <br />be approved by the Division through the Technical Revision process. <br /> <br />A new stock tank has been installed above Pond 004. According to Ms. Blomquist, PSCM was aware of the stock <br />tank installation. This stock-tank was installed by the owner of the cattle who grazes the State of Colorado owned <br />land where Pond 004 is located. A pipe was laid underground to collect water from the spoil spring that <br />discharges to NPDES outfall 005. This water is discharged to a stock-tank that has on overflow culvert that <br />discharges water to Pond 004. A small area has been affected by the installation of this facility. <br /> Please submit a Minor Revision to update Map 2.04.7-M1 to depict the location of this new stock-tank in <br />accordance with Rule 2.010.3(1)(e). <br />Spoil springs that discharge to Outfalls 005 and 006 were discharging. <br /> <br />The office Diversion ditch was clear and functional. <br /> <br />Pond 003 was holding water discharging. The embankment was stable and vegetated. The primary and <br />emergency spillway was clear and functional. <br /> <br />Pond 002 was discharging. <br /> <br />The old shop diversion ditch was clear and functional. <br /> <br />The Truck Wash Pond was dry and the spillway was clear and functional. <br /> <br />Ditches FA-D5 and FA-D6 were walked. It appears PSCM conducted some maintenance regarding the animal <br />burrows along the sides of the smart ditches. However, several additional burrows were observed. For both <br />ditches the upper reaches had fairly significant sediment accumulation. Also there was a small section of the <br />upper reaches of the Smart-ditch on FA-D6 that has buckled. A seep was observed below the FA-D6 ditch.
