August 16, 2016 C-2009-087/Peabody Sage Creek Mine JLE <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 1 <br /> <br /> Page 4 of 13 <br /> <br />Several Tamarisk trees were observed within the seep area. The following maintenance i tems will need to be <br />completed: <br /> Clean out the upper reaches of ditches FA-D5 and FA-D6. <br /> Repair the section of the FA-D6 ditch that has buckled. <br /> Remove and/or otherwise treat the tamarisk trees that have established within this seep area. <br />The Upper Sump was discharging. The embankment was stable and vegetated. The primary and emergency <br />spillway was clear and functional. <br /> <br />The Lower Sump was discharging. The embankment was stable and vegetated. The primary and emergency <br />spillway was clear and functional. <br /> Culvert SC-27 is about half full of sediment at the inlet and will need to be cleaned. <br />GENERAL MINE PLAN COMPLIANCE: <br /> The mine is currently idle and the portals are sealed. However, PSCM is hauling coal from the upper coal <br />stockpile to the Foidel Creek Mine facilities to be processed. PSCM has completed hauling coal from the lower <br />bench. <br /> <br />OTHER (SPECIFY): <br /> The following maintenance items have been noted in the Division’s previous inspections. Below is a <br />discussion of these maintenance items and their current status. <br /> The insurance certificate expires August 1, 2016 and will need to be renewed. Please place a new <br />insurance certificate in the mine records. <br />o The Division did not conduct a records check during this inspection. During the next complete <br />inspection, the Division will review the insurance certificate. An updated insurance certificate has <br />been submitted for the Division’s files. <br /> PSCM will need to submit an MR to update permit section 2.03.11 of the permit to identify where a public <br />copy of the permit is located. <br />o PSCM has submitted MR28 to address this issue. MR28 is currently under review. <br /> <br />ROADS – Rule 4.03, Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br /> The roads were graded and maintained. <br /> <br />SLIDES and DAMAGE - Rule 4.12: <br /> The slump above the upper portal was observed. It does not appear this slump has moved significantly <br />since the last inspection. <br /> <br />SUPPORT FACILITIES - Rule 4.04:
