EXHIBIT C <br /> Rule 6.3.3 <br /> Mining Plan <br /> The proposed operation will not result in a discharge into state waters. Limited soil materials will <br /> be disturbed during the material extraction and therefore sediment transport from storm water <br /> will be minimal. Applicant plans to manage storm water by utilizing best management practices, <br /> as developed by Edwin Friend, P.E.,P.G.—RJH Consultants,Inc. based on guidance from the <br /> Colorado Department of Transportation Erosion Control and Storm Water Quality Guide, and <br /> the Environmental Protection Agency Industrial Storm Water Face Sheer Series for Sector J: <br /> Mineral Mining and Process Facilities. Mr. Friend's recommended Best Management Practices <br /> can be found in attachment C-4, Van Valkenburg Quarry Storm Water Management Plan, and <br /> are replicated here: <br /> Best Management Practices during Mining Activities: <br /> • A gravel tracking pad on the haul/access road near the edge of the affected area. <br /> • Stockpiled soil and topsoil that will not be used within a mining season will be seeded <br /> to stabilize the stockpiles. <br /> • Where there is a potential for storm water to erode material off of the site, sediment <br /> control measures will be installed that could include a combination of berms, silt <br /> fence, or erosion control logs. <br /> • Site grading would be maintained so that concentrated drainage that could result in <br /> scour does not occur. <br /> Best Management Practices for Final Site Reclamation: <br /> • Seeding of disturbed areas <br /> • Site grading would be developed so that concentrated drainage that could result in <br /> scour does not occur. <br /> (j) Existing Water Rights: <br /> Existing Water Rights will not be affected by the proposed gravel pit. <br /> (k)Refuse and Acid or Toxic Materials: <br /> There are no known refuse, acid, or toxic producing materials in the area of the proposed gravel <br /> pit.
