EXHIBIT D
Rule 6.3.4
Reclamation Plan
Prairie junegrass(Koeleria macrantha ) 0.25 13
Total 8.25 69
If the seedbed has not been adequately roughened prior to seeding, the seed will be raked or
harrowed after broadcast application. If necessary for successful revegetation, the site will be
fertilized, scarified, mulched and the seed covered.
Weed control shall be employed for all prohibited noxious weeds and whenever invasion of a
reclaimed area by other weed species seriously threatens the continued development of desired
vegetation.
In response to the Division's Adequacy Letter dated August 9, 2016, the Applicant consulted
with Janie Brands, the Jackson County Weed Coordinator, regarding a Noxious Weed
Management Plan for the Van Valkenburg Quarry site. Ms. Brands reviewed the proposed
quarry application and provided a Noxious Weed Management Plan that is attached hereto as
Exhibit D-3. Pages 8-10 of Exhibit D-3 provide a list of noxious weeds found in Jackson County
and a treatment recommendation and schedule for each weed. Applicant will spray and control
noxious weeds throughout the year in accordance with the treatment recommendation and
schedule. As recommended by Ms. Brands, Applicant will also contact Ms. Brands(or the
current Jackson County Weed Coordinator) in mid-July of each year regarding a weed-growth
inspection at the quarry site. Applicant will then perform follow-up treatment and continue to
monitor the site in accordance with the Jackson County Weed Coordinator's recommendations.
(d) Remaining Structures:
There will be no features such as ponds, streams,or buildings remaining on the permit site after
reclamation. The site contains an existing access road that connects the site to Jackson County
Road 53. Applicant owns the existing access road and all land underlying the existing access
road. Applicant has used the existing access road in the past as part of its ranching activities. The
existing access road is necessary for Applicant to access its property in Section 11, Township 5
North,Range 81 West of the 6"'P.M. The existing access road will be necessary for Applicant to
continue to utilize the land for its intended post-reclamation use of rangeland.
Applicant points out that the comments submitted in response to this application by Colorado
Parks and Wildlife state that utilization of the existing access road will not result in additional
habitat fragmentation that would occur with the building of a new access road. Similarly, leaving
the access road in existence after the conclusion of mining activities will not impose additional
burdens on wildlife habitat, the surrounding landscape, or the post-mining land use of rangeland.
Van Valkenburg Cattle Co.,LLC
Construction Materials Limited Impact(110) Operation Reclamation Permit Application Form
Page 3 of 4
